Authorizing the City Manager to execute the License Agreement between the City and AMR generating $11,161.20 per\nmonth for the first six months of fiscal year 2027, and then increasing by CPI-U each January 1st, thereafter.\nb. Authorizing the City Treasurer to amend the fiscal year 2027 budget accordingly.

J.15 City Manager Employment Contract Amendment\nRecommendation: That the City Council\n1. Adopt Resolution 2026-085:\nBeach and Alyssa Noelle Maxson Muto to reflect a base salary increase of 4% to $286,000, a $3,750.00 adjustment in\ndeferred compensation to an annual total of $28,250.00, and an increase in the technology reimbursement to $100 a\nmonth, for an annual total of $1,200.00. The amended employment agreement will also provide for severance in\namount equal to twelve (12) months of base salary.\nb. Amend the Salary and Compensation Plan to reflect the compensation changes contained in the Second Amendment\nto the Employment Agreement.

Adopt Resolution 2026-037 requesting the Board of Supervisors of the County of San Diego to Consolidate a General\nMunicipal Election to be held on Tuesday, November 3, 2026, with the Statewide General Election to be held on that date.\n3. Adopt Resolution 2026-038 adopting regulations for Candidates for Elective Office pertaining to Candidate’s Statements.

Adopt Resolution 2026-072 initiating the proceedings for the annual levy of assessments within the Coastal Rail Trail\nMaintenance District for Fiscal Year 2026/27.\n2. Adopt Resolution 2026-073 approving the Preliminary Engineer's Report for proceedings of the annual levy of assessments\nwithin Coastal Rail Trail Maintenance District.\n3. Adopt Resolution 2026-074 declaring intention to provide for the annual levy and collection of assessments in Coastal Rail\nTrail Maintenance District and setting a time and date for a public hearing for July 15, 2026.\n4. Authorize the City Treasurer to amend Fiscal Year 2027 budget by increasing Interfund Transfers from Measure S by $3,460.

K.2 Public Hearing: 146 S. Granados Ave., Applicant: Pelly, MOD26-002/MEC26-001, APN: 298-093-90\nThe proposed project meets the minimum zoning requirements under the SBMC, may be found to be consistent with the General\nPlan and may be found, as conditioned, to meet the discretionary findings required as discussed in this report to approve a MEC.\nTherefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Continue the Public Hearing, Report Council Disclosures, Receive Public Testimony, and Close\nthe Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to Section 15303 of the State CEQA\nGuidelines; and\n3. Consider whether circumstances warrant the conditions of approval in 2003, should be changed and therefore, remove\nconditions of approval B.i and/or B.ii included in Resolution 2003-070.\n4. If the City Council makes the requisite findings to approve a MEC, adopt Resolution 2026-061 for a new fence on the\nsouthern property line between 146 and 150 S. Granados Avenue as outlined in the agreement.
