I. ALL CITY MANAGEMENT SERVICES CONTRACT RENEWAL FOR CROSSING
GUARD SERVICES FOR FISCAL YEAR 2026-2027 IN THE AMOUNT OF
$200,160
The City initially entered into a contract with All City Management Services
(ACMS) to provide crossing guard services in July of 2014. The 2017 contract
renewal was valid for one year, with two optional one-year extensions. The City
activated each additional option with the final option expiring on June 30, 2020.
Upon expiration, the City and ACMS entered an additional three-year contract
with the final two years' costs locked at $130,664. Since then, ACMS has only
been agreeable to one-year contracts due to increases in labor costs, which
prevent locking the cost of services for more than one year. Last fiscal year, the
City entered a one-year contract with ACMS to provide crossing guard services
for an annual cost not to exceed $193,018. The most recent contract expired on
June 30, 2026.
California Environmental Quality Act (CEQA) Determination: Not a Project as
defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
Staff recommends that the City Council authorize the City Manager to enter
into a one-year Professional Services Agreement with All City Management
Services for crossing guard services for an amount not to exceed $200,160 and
then reevaluate their services and other opportunities for services in Fiscal Year
2027-2028.
