C. ORDINANCES NO. 728 AND NO. 729: AMENDMENT TO UPDATE THE SAN GABRIEL MUNICIPAL CODE RELATING TO NEW STATE LAW FOR URBAN DWELLING UNITS (ZTA25-001), ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS (ZTA26-001) – SECOND READING AND ADOPTION Ordinances No. 728 and No. 729 were introduced and scheduled for second reading and adoption by a 5-0 vote of the City Council at the June 16, 2026, City Council meeting. If adopted, these Ordinances will update the existing code relating to new State Law for urban dwelling units, accessory dwelling units, and junior accessory dwelling units. The Ordinances would then become effective 30 days after adoption. California Environmental Quality Act (CEQA) Determination: The proposed amendments were reviewed for compliance with the CEQA. Pursuant to Section 15061(b)(3) of the CEQA Guidelines, the amendment to a Zoning Ordinance is not considered a project as defined in Section 15378 and can be seen with certainty that it will not have a significant effect on the environment. The proposed amendment to the Zoning Ordinance qualifies for this CEQA exemption as there is no possibility that the Ordinances will have a significant effect on the environment as it amends the City’s Municipal Code to demonstrate compliance with State ADU law. Recommended Action: Staff recommends that the City Council waive full reading and adopt Ordinances No. 728 and No. 729 entitled, “An Ordinance of the City Council of Amending Chapter 153 (Zoning Code) of the San Gabriel Municipal Code Relating to Housing Development in the Residential Zones,” and “An Ordinance Case No. ZTA26-001, Amending Chapter 153 (Zoning Code) of the San Gabriel Municipal Code Relating to Accessory Dwelling Units and Junior Accessory Dwelling Units,” respectively.

D. ACCEPTANCE OF $500,000 GRANT FROM LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT AND ADOPTION OF RESOLUTION NO. 26-33 AMENDING FISCAL YEAR 2026-27 BUDGET TO INCREASE APPROPRIATIONS IN THE AMOUNT OF $500,000 Staff submitted a grant application for the 2025 Planning and Design Competitive Grant Program to the Los Angeles County Regional Park and Open Space District (RPOSD) in October 2025 for the Renovation, Rehabilitation, Expansion and Facility Improvement of Smith Park. The City was notified by RPOSD that it was selected as an awardee in the amount of $500,000, the maximum amount for this category. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council: 1. Accept the planning and design grant from the Los Angeles County Regional Park and Open Space District (RPOSD); 2. Authorize the City Manager to execute an agreement with RPOSD; 3. Approve the release of a request for proposals for qualified contractors to develop the construction documents; and 4. Adopt Resolution No. 26-33 authorizing the budget adjustment of $500,000.

E. STREETLIGHT REPLACEMENT AT 259 WEST WEDGEWOOD AVENUE [RESOLUTION NO. 26-36] The streetlight at 259 West Wedgewood Avenue was damaged beyond repair in a single-vehicle traffic collision and requires replacement. Per the San Gabriel Municipal Code Section 34.75 and the California Public Contract Code, as a “public project” of $75,000 or less, these services may be performed by the City’s employees by force account, by a negotiated contract or by purchase order. Staff received three quotes and following review, staff determined that California Street Lighting provided the lowest responsive bid at $26,000. The scope of work includes all labor and materials. California Environmental Quality Act (CEQA) Determination: The proposed action is exempt from the California Environmental Quality Act (CEQA) under Section 15301 (Existing Facilities), as it involves repair and maintenance of an existing public facility. Recommended Action: Staff recommends that the City Council: 1. Approve a purchase in the amount of $26,000 from California Street Lighting for streetlight replacement at 259 West Wedgewood Avenue; 2. Authorize the City Manager to issue the Purchase Order to California Street Lighting for $26,000; and 3. Approve the adoption of Resolution No. 26-36 making the necessary budget adjustments.

F. APPROVAL OF FINAL TRACT MAP NO. 83965, A 13-UNIT CONDOMINIUM DEVELOPMENT PROJECT AT 327 EAST BROADWAY PLANNING CASE NO. TMAP22-011 The project is located on the north side of East Broadway between Saint Francis Street to the west and South California Street to the east. The project site is zoned R-3 (Multiple Family Residence) and has a General Plan Land Use Designation of High-Density Residential. The project includes constructing a 13-unit, three-story, multi-family residential condominium development on the currently vacant subject property. Each unit will vary in size between 1,567 to 1,628 square feet and all units will have a two-car garage on the ground floor. The Planning Commission approved Tentative Tract Map No. 83965 on August 14, 2023. In compliance with Section 66412.3 of the Subdivision Map Act, the Planning Commission determined that the subdivision is consistent with the City’s actions with regard to the region’s housing needs. California Environmental Quality Act (CEQA) Determination: The project has been reviewed for compliance with the CEQA, and is exempt from CEQA based on Section 15332, Class 32 exemption (In-Fill Development). Recommended Action: Staff recommends that the City Council: 1. Approve Final Tract Map No. 83965; and 2. Authorize its filing with the Los Angeles County Recorder.

G. AWARD A PROFESSIONAL SERVICES AGREEMENT TO BALFOUR BEATTY INFRASTRUCTURE, INCORPORATED FOR SAN GABRIEL RAILROAD TRENCH MAINTENANCE SERVICES IN THE AMOUNT OF $108,000, WHICH INCLUDES A 20% CONTINGENCY [RESOLUTION NO. 26-35] As part of the 2011 agreement for the construction, operation and maintenance of the 2.25 mile San Gabriel Trench Grade-Separation Project between the Union Pacific Railroad Company, Alameda Corridor-East Construction Authority the City is responsible for all maintenance, repair, replacement and improvements to the rail corridor support structures and overhead grade- separated structures. This includes the bridges at Ramona Street, Mission Road, Del Mar Avenue, and San Gabriel Boulevard, as well as abetment of vegetation, trash and graffiti. Due to the specialized nature and knowledge involved with these activities, including the permitting, flagging, and railroad coordination involved, the City has historically contracted these services using Proposition C funds. California Environmental Quality Act (CEQA) Determination: The proposed action is exempt from the CEQA pursuant to CEQA Guidelines Section 15301 (Existing Facilities). The Agreement provides for routine trench maintenance activities, including inspections, repairs, and upkeep of existing structures and facilities, with no expansion of use or physical alteration of the trench beyond its existing condition. Therefore, the project qualifies for a Class 1 categorical exemption, and no further environmental review is required. Recommended Action: Staff recommends that the City Council: 1. Approve the award of a two-year Professional Services Agreement with Balfour Beatty Infrastructure, Incorporated, with the option to extend the Agreement for up to three additional one-year periods, with all future fiscal years subject to an annual Consumer Price Index adjustment; and 2. Authorize the City Manager to execute a purchase order for $90,000, and a potential 20% contingency purchase order of up to $18,000, with future years adjusted by Consumer Price Index; and 3. Adopt Resolution No. 26-35 authorizing the appropriation adjustment of $48,000 from Proposition C Fund to account 181-800-49-22-542.

H. RESOLUTION NO. 26-34 RESCINDING RESOLUTION NO. 25-08 AND ADOPTING RULES OF ORDER AND DECORUM FOR THE CONDUCT OF PUBLIC MEETINGS The City Council last updated its Rules of Order and Decorum for the Conduct of City Meetings in 2025. Since that time, Senate Bill 707 became effective requiring significant changes to the Brown Act that governs the conduct of public meetings. Major changes include the City’s requirement to provide the public with an option for two-way telephonic or audio/visual real-time remote attendance of the meetings, and increased reporting requirements for City Council members when attending remotely. A red-line version of the Rules of Order and Decorum which incorporates the required changes has been provided as part of this item. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council adopt Resolution No. 26-34 rescinding Resolution No. 25-08 and adopting revised Rules of Order and Decorum for the conduct of public meetings.

I. ALL CITY MANAGEMENT SERVICES CONTRACT RENEWAL FOR CROSSING GUARD SERVICES FOR FISCAL YEAR 2026-2027 IN THE AMOUNT OF $200,160 The City initially entered into a contract with All City Management Services (ACMS) to provide crossing guard services in July of 2014. The 2017 contract renewal was valid for one year, with two optional one-year extensions. The City activated each additional option with the final option expiring on June 30, 2020. Upon expiration, the City and ACMS entered an additional three-year contract with the final two years' costs locked at $130,664. Since then, ACMS has only been agreeable to one-year contracts due to increases in labor costs, which prevent locking the cost of services for more than one year. Last fiscal year, the City entered a one-year contract with ACMS to provide crossing guard services for an annual cost not to exceed $193,018. The most recent contract expired on June 30, 2026. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council authorize the City Manager to enter into a one-year Professional Services Agreement with All City Management Services for crossing guard services for an amount not to exceed $200,160 and then reevaluate their services and other opportunities for services in Fiscal Year 2027-2028.

A. DRAFT DEVELOPMENT IMPACT FEE NEXUS STUDY – PRESENTATION The Draft Development Impact Fee Nexus Study represents an important step in ensuring the City’s fees remain legally compliant and aligned with current development conditions and infrastructure needs. The study establishes the required nexus between new development and the demand for public facilities and provides a framework for determining appropriate fee levels. This item provides the City Council with an opportunity to review the draft analysis and receive a presentation from Willdan Financial Services. Staff has also conducted initial outreach to the Building Industry Association and will continue stakeholder engagement as the process moves forward. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines as it has no potential to result in any change in the environment. Recommended Action: Staff recommends that the City Council receive and file the presentation of the Draft Development Impact Fee Nexus Study prepared by Willdan Financial Services.

B. CONSIDERATION OF RESOLUTIONS RELATING TO SAN GABRIEL’S GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3, 2026 [RESOLUTIONS NO. 26-27, 26-28, 26-29] This item calls the General Municipal Election for November 3, 2026, for the election of three Members of the City Council, City Clerk, and City Treasurer, and requests consolidation of the election with the Statewide General Election of the same date. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council adopt the following: 1. Resolution No. 26-27 calling for the holding of a General Municipal Election on Tuesday, November 3, 2026; 2. Resolution No. 26-28 requesting the Board of Supervisors of the County of Los Angeles to consolidate, administer, manage and oversee the Election; and 3. Resolution No. 26-29 adopting regulations for candidates’ statements.
