16. Fiscal Impact Analysis: Glendora Island Annexation Proceedings Recommended Action for the City Council: — Receive the report, discuss the annexation analysis completed to date, and provide direction to staff on one of the following options: — 1. Option 1: Pause formal annexation proceedings and address the unincorporated islands through the Glendora 2050 Community Plan General Plan Update and implementation process, including updates to the General Plan Land Use Map, inclusion of the areas in the General Plan community engagement process, preparation of the required pre-zoning as a future City Council policy decision; or — 2. Option 2: Proceed with a limited annexation of City-owned open space parcels in Area 1B, or a limited combination of City-owned and other open space, conservation, or public agency-owned parcels, as determined by the City Council, and direct staff to prepare the required pre-zoning, CEQA review, and Local Agency Formation Commission (LAFCO) application materials; or — 3. Option 3: Proceed with annexation of all five Study Areas, including preparation of required pre-zoning, environmental review, public outreach, LAFCO application materials, property tax exchange coordination, district detachments, and a funding strategy for ongoing service and infrastructure costs.
