ANGELES COUNTY CONSOLIDATED FIRE PROTECTION DISTRICT LOS ANGELES COUNTY FLOOD
CONTROL THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT (LACSD) NO. 22 OF LOS
MWD – GLENDORA APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX
REVENUES RESULTING FROM ANNEXATION TO COUNTY SANITATION DISTRICT NO. 22 (Annexation
No.: 22-433);”and
— 2. Direct the City Clerk to send two (2) original Resolutions to LACSD.

11. Notice of Completion for CDGB-Funded Curb Ramp Project FY 2025-2026, Plan No. 1402
Recommended Action for the City Council:
— 1. Accept the completion of CDBG Funded Curb Ramp Project FY 2025-2026, Plan No. 1402 by SAVI
Construction, Inc.;
— 2. Approve the final contract amount of $247,400;
— 3. Authorize the Mayor or his designee to sign and file the Notice of Completion with the County of Los
Angeles Registrar-Recorder;
— 4. Authorize the Public Works Director to release the project retention of $12,370 to SAVI Construction, Inc.
35 days after the recordation of the Notice of Completion;
— 5. Authorize the release of the Labor and Materials Bond in the amount of $227,600 six months after
recordation of Notice of Completion, if no claims have been received; and
— 6. Authorize the release of the Faithful Performance Bond one (1) year following recordation of the Notice of
Completion if the improvements remain free from defects in materials and workmanship.

Recommended Action for the City Council:
of California Cities' Annual Business Meeting conducted on Friday, September 25, 2026;
— 2. Designate Councilmember Allawos as the City’s alternate in the event Mayor Pro Tem Davis is unable to
serve in that capacity; and
— 3. Direct the City Clerk to submit the required online “Voting Delegate” form to through the Cal Cities Portal
https://my.calcities.org/Voting-Delegate-Submissions no later than September 1, 2026.

Recommended Action for the City Council:
— 1. Authorize a supplemental appropriation in the amount of $3,000,000 to Capital Projects Fund, account
30100990-70000, for design and construction of streets and facilities projects identified at Workshop 1; and
— 2. Authorize the necessary budget adjustments.

14. Consider an Agreement to Newbuild Construction and Restoration, Inc. for the Police Department
Storefront Replacement Project, Plan No. 1401 in an amount not to exceed $241,560
Recommended Action for the City Council:
— 1. Determine that the Police Department Storefront Replacement Project, Plan No. 1401, is categorically
exempt from the California Environmental Quality Act pursuant to State CEQA Guidelines section 15301(a),
and direct staff to file a Notice of Exemption;
— 2. Award and approve the Agreement for Public Works Services with Newbuild Construction and
Restoration, Inc. for the Police Department Storefront Replacement Project, Plan No. 1401, in the amount of
$219,600;
— 3. Authorize a contingency for necessary change orders in an amount not to exceed 10%, or $21,960, of the
total contract amount for a total authorization not to exceed $241,560; and
— 4. Authorize the City Manager or his designee to execute the Agreement and approve necessary change
orders within the approved contingency amount, subject to approval as to form by the City Attorney, and to
make minor, non-substantive revisions as necessary.

15. Consideration of an Agreement for Public Works Services to All American Asphalt for the Lone Hill
Avenue Street Rehabilitation Project – Route 66 to San Dimas Wash, Plan No. 1288 for a total not to
exceed $1,705,044
Recommended Action for the City Council:
— 1. Determine that the Lone Hill Avenue Street Rehabilitation Project – Route 66 to San Dimas Wash, Plan
No. 1288, is categorically exempt from the California Environmental Quality Act pursuant to State CEQA
Guidelines section 15301(c), and direct staff to file a Notice of Exemption;
— 2. Award and approve the Agreement for Public Works Services with All American Asphalt for the Lone Hill
Avenue Street Rehabilitation Project – Route 66 to San Dimas Wash, Plan No. 1288, in the amount of
$1,550,040;
— 3. Authorize a contingency for necessary change orders in an amount not to exceed 10% ($155,004) of the
contract amount, for a total not to exceed authorization of $1,705,044; and
— 4. Authorize the City Manager or his designee to execute the Agreement and approve necessary change
orders within the approved contingency amount, subject to approval as to form by the City Attorney, and to
make minor, non-substantive revisions as necessary.

16. Fiscal Impact Analysis: Glendora Island Annexation Proceedings
Recommended Action for the City Council:
— Receive the report, discuss the annexation analysis completed to date, and provide direction to staff on one
of the following options:
— 1. Option 1: Pause formal annexation proceedings and address the unincorporated islands through the
Glendora 2050 Community Plan General Plan Update and implementation process, including updates to the
General Plan Land Use Map, inclusion of the areas in the General Plan community engagement process,
preparation of the required pre-zoning as a future City Council policy decision; or
— 2. Option 2: Proceed with a limited annexation of City-owned open space parcels in Area 1B, or a limited
combination of City-owned and other open space, conservation, or public agency-owned parcels, as
determined by the City Council, and direct staff to prepare the required pre-zoning, CEQA review, and Local
Agency Formation Commission (LAFCO) application materials; or
— 3. Option 3: Proceed with annexation of all five Study Areas, including preparation of required pre-zoning,
environmental review, public outreach, LAFCO application materials, property tax exchange coordination,
district detachments, and a funding strategy for ongoing service and infrastructure costs.

Recommended Action for the City Council:
— 1. Award an Agreement to Parking Concepts, Inc. (d.b.a Transportation Concepts) for Operations and
Maintenance of Glendora Dial-A-Ride and Public Transit Shuttle Services for an initial term ending June 30,
2031, with an option to extend the term for two additional two year periods, in the amount not to exceed of
$8,751,330 during the initial term; and
— 2. Authorize the City Manager or his designee to execute the Agreement including minimal and/or non-

Adjustments
Recommended Action for the City Council:
— 1. Open the Proposition 218 Majority Protest Public Hearing regarding the proposed residential and
commercial solid waste and recycling service rate adjustments;
— 2. Receive public testimony and accept any written protests submitted prior to the close of the public
hearing;
— 3. Close the public hearing and direct the City Clerk to tabulate all valid written protests to determine
whether a majority protest exists pursuant to Proposition 218 (California Constitution, Article XIII D, Section 6);
— 4. If a majority protest exists, determine that the proposed rates have not been approved and direct staff to
take no further action regarding the proposed rate adjustments; or
— 5. If a majority protest does not exist, adopt the following resolution entitled, "A RESOLUTION OF THE
WASTE AND RECYCLING SERVICE RATES FOLLOWING A PROPOSITION 218 MAJORITY PROTEST
HEARING."
