OF SENATE BILL 79 ON SITES THAT ARE ZONED DOWNTOWN SPECIFIC PLAN
MIXED USE CORE AND DOWNTOWN SPECIFIC PLAN MIXED USE-50 UNTIL ONE
YEAR FOLLOWING ADOPTION OF THE CITY'S SEVENTH CYCLE HOUSING
ELEMENT PURSUANT TO STATE LAW AND AMENDING THE CITY'S ZONING MAP
AND MAKING A DETERMINATION OF EXEMPTION UNDER THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA); AND DISCUSSION AND DIRECTION ON
A TRANSIT ORIENTED (TOD) ALTERNATIVE PLAN
Recommendation
It is recommended that the City Council:
1. Conduct a Public Hearing;
2. Introduce and waive full reading of an uncodified Ordinance to delay effectuation of
SB 79 and exclude only individual sites that are zoned Downtown Specific Plan Mixed
Use Core and Downtown Specific Plan Mixed Use-50 (Attachment 1); and
3. Direct staff to develop a local Transit-Oriented Development Alternative Plan.
ACTION/DISCUSSION
