13. CONSIDERATION OF APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH JOHN L. HUNTER AND ASSOCIATES, INC. FOR A MULTI-YEAR TERM FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES), SAFE CLEAN WATER (SCW), TRASH DAILY GENERATION RATE (DGR), AND FATS, OILS, AND GREASE (FOG) PROGRAM COMPLIANCE SERVICES FOR A TOTAL NOT-TO-EXCEED AMOUNT OF $278,181. Recommendation It is recommended that City Council approve a Professional Services Agreement with John L. Hunter and Associates, Inc. to provide compliance services for the National Pollutant Discharge Elimination System (NPDES), Safe Clean Water (SCW) Program, 4 Trash Daily Generation Rate (DGR) requirements, and Fats, Oils, and Grease (FOG) Program for a three-year term with the option for two one-year extensions in an amount not-to-exceed $278,181 for the initial term in the form approved by the City Attorney.

CONSIDERATION OF APPROVAL FOR A MASTER SERVICE AGREEMENT TASK ORDER TO TOOLE DESIGN, INC., FOR TRANSPORTATION ENGINEERING SERVICES RELATED TO THE MISSION/ARROYO/PASADENA INTERSECTION IMPROVEMENT PROJECT FOR A TOTAL NOT-TO-EXCEED AMOUNT OF $65,000 Recommendation It is recommended that the City Council:

CONSIDERATION TO ADOPT RESOLUTION NO. 8017 APPROVING THE FISCAL YEAR 2026-2027 TABLE OF ORGANIZATION DELINEATING THE CITY'S STAFFING STRUCTURE CITYWIDE Recommendation Staff recommends that the City Council adopt Resolution No. 8017 approving the Citywide Table of Organization for Fiscal Year 2026-2027.

16. CONSIDERATION TO ADOPT RESOLUTION 8018 AMENDING THE CITY’S TABLE OF ORGANIZATION TO SUPPORT THE CUSTOMER SUCCESS PROGRAM AND OPERATIONAL STAFFING NEEDS. Recommendation It is recommended that the City Council adopt Resolution No. 8018 amending the City's Table of Organization to reflect the proposed position additions, deletions, and reclassifications as follows: Add one (1) full-time, limited-term Management Intern position. Approve the salary schedule for the full-time, limited-term Management Intern position. Add two (2) full-time Customer Success Representative positions. Delete one (1) Environmental & Sustainability Manager position. Delete one (1) Police Clerk II position. Reclassify one (1) Management Analyst position to one (1) Senior Management Analyst position. Reclassify one (1) Deputy Police Chief position to one (1) Police Captain position.

CONSIDERATION OF APPROVAL OF AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH TOWNSEND PUBLIC AFFAIRS, FOR LEGISLATIVE ADVOCACY AND GRANT WRITING SERVICES, IN THE AMOUNT OF $67,500 FOR A NEW TOTAL AGREEMENT AMOUNT OF $90,000 AND EXTEND THE CONTRACT TERM THROUGH JUNE 30, 2027 5 Recommendation It is recommended that the City Council consider approval of the proposed amendment to the Professional Services Agreement with Townsend Public Affairs, for legislative advocacy and grant writing services, in the amount of $67,500, for a new total not to exceed amount of $90,000, and extend the contract term through June 30, 2027.

18. CONSIDERATION TO ADOPT RESOLUTION NO. 8020 AUTHORIZING SIGNATORIES ON THE CITY'S COMMERCIAL CARD AGREEMENT WITH COLUMBIA BANK AND APPROVING AN UPDATED CREDIT CARD POLICY Recommendation It is recommended that the City Council: City's Commercial Card account with Columbia Bank; and

CONSIDERATION TO APPROVE A LEASE AGREEMENT AND A DEVELOPMEBT AND DISPOSITION AGREEMENT WITH GC ARROYO SECO, LLC (GRASS CLIPPINGS) FOR THE REDEVELOPMENT AND OPERATION OF THE ARROYO SECO GOLF COURSE Recommendation It is recommended that the City Council: Arroyo Seco, LLC for the redevelopment and operation of the Arroyo Seco Golf Course in the final form negotiated by the City Manager and approved by the City Manager and City Attorney and authorize the City Manager to negotiate the final terms and provisions of the Lease;

FOR CERTAIN SITES THAT ARE ZONED DOWNTOWN SPECIFIC PLAN MIXED USE CORE AND DOWNTOWN SPECIFIC PLAN MIXED USE- 50, AMEND THE CITY'S ZONING MAP AND MAKING A DETERMINATION OF EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) Recommendation It is recommended that City Council adopt an uncodified Interim Urgency Ordinance that will delay effectuation and exclude only individual sites that are zoned Downtown Specific Plan Mixed Use Core and Downtown Specific Plan Mixed Use-50 and amend the City's Zoning Map (Attachment 1). Adoption requires a 4/5 vote of the City Council.

9. CONSIDERATION OF APPROVAL OF THE FIRST AMENDMENT TO TASK ORDER NO. 2 WITH NV5, INC. FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE FY 2019-2020 STREET IMPROVEMENT PROJECT, INCREASING THE TOTAL CONTRACT AMOUNT TO $352,321. Recommendation It is recommended that City Council approve the First Amendment (Attachment 1) to Task Order No. 2 with NV5, Inc. for Construction Management and Inspection Services for the FY 2019-2020 Street Improvement Project, increasing the total not-to-exceed amount by $78,641, for a new total contract amount of $352,321.
