23. CONSIDERATION TO APPROVE A LEASE AGREEMENT AND A DEVELOPMEBT AND DISPOSITION AGREEMENT WITH GC ARROYO SECO, LLC (GRASS CLIPPINGS) FOR THE REDEVELOPMENT AND OPERATION OF THE ARROYO SECO GOLF COURSE Recommendation It is recommended that the City Council: Arroyo Seco, LLC for the redevelopment and operation of the Arroyo Seco Golf Course in the final form negotiated by the City Manager and approved by the City Manager and City Attorney and authorize the City Manager to negotiate the final terms and provisions of the Lease; b. Authorize the City Manager to negotiate the terms and provisions of a Development and Disposition Agreement ("DDA") and approve the DDA in the final form negotiated by the City Manager and approved by the City Manager and City Attorney; c. Approve the Troon Golf LLC as the operator for the Arroyo Seco Golf Course. Troon will partner with GC Arroyo Seco, LLC (known as Grass Clippings") for the day-to-day management of the course; and d. Authorize the City Manager to execute the Lease Agreement and all related documents, including the associated DDA and any other implementing documents to effectuate the purposes of the Lease and the DDA.
