25. CONSIDERATION TO ADOPT AN UNCODIFIED INTERIM URGENCY ORDINANCE TO DELAY EFFECTUATION OF SENATE BILL 79 (GOVERNMENT CODE SECTIONS 65912.155 ET SEQ.) FOR CERTAIN SITES THAT ARE ZONED DOWNTOWN SPECIFIC PLAN MIXED USE CORE AND DOWNTOWN SPECIFIC PLAN MIXED USE- 50, AMEND THE CITY'S ZONING MAP AND MAKING A DETERMINATION OF EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) Recommendation It is recommended that City Council adopt an uncodified Interim Urgency Ordinance that will delay effectuation and exclude only individual sites that are zoned Downtown Specific Plan Mixed Use Core and Downtown Specific Plan Mixed Use-50 and amend the City's Zoning Map (Attachment 1). Adoption requires a 4/5 vote of the City Council.
