4) CONSIDERATION TO ADOPT A RESOLUTION ESTABLISHING A SECTION 115 TRUST FOR\nOTHER POST EMPLOYMENT BENEFIT (OPEB) LIABILITIES AND AUTHORIZE THE CITY\nMANAGER TO EXECUTE ALL RELATED DOCUMENTS\nRecommend that the City Council:\na. Adopt Resolution No. 8229 establishing a Section 115 Trust for OPEB liabilities and related\nMultiple Employer OPEB/Pension 115 Trust, Adoption Agreement for the Multiple\nEmployer OPEB/Pension 115 Trust, Trust Administrative Services Agreement;\nb. Authorize the City Manager to make non-substantive changes and execute the Multiple\nEmployer OPEB/Pension 115 Trust, Adoption Agreement for the Multiple Employer\nOPEB/Pension 115 Trust, Trust Administrative Services Agreement; and\nc. Authorize the City Manager to enter into an administrative professional services\nagreement with Shuster Advisory Group, LLC to provide financial advisory services related\nto the ongoing investment management of funds deposited in the Section 115 Trust and\nexecute all related Trust documents.
