11. FISCAL YEAR 2023-24 ANNUAL ACTION PLAN FOR COMMUNITY\nDEVELOPMENT BLOCK GRANT FUNDING\nAll jurisdictions receiving funding under the U.S. Department of Housing and Urban\nDevelopment (HUD) Community Development Block Grant Program must prepare and\nsubmit a Consolidated Submission for Community Planning and Development\nPrograms (Consolidated Plan) every five years.\nRecommendation:\n1. Approve the 2023-24 Annual Action Plan and authorize staff to submit documents\nto HUD for approval by the HUD due date.\n2. Authorize Director of Community and Economic Development, or designee, to\nexecute the 2023-24 CDBG agreements with non-profits and City Departments.\n3. Authorize Director of Community and Economic Development to execute a letter\ninforming Harbor View Terrace Apartments that the condition of awarding CDBG\nfunds to this project is a one-time occurrence and that management is responsible\nfor future maintenance and repairs.\nREGULAR BUSINESS (Items 12 - 16)
