Approve the purchase of OpenGov Procurement software services for online\nbidding and contract management for a total first-year cost of $24,999;\n2. Authorize the City Manager to add this service for subsequent years to the annual\nsoftware subscriptions budget, for a cost of $13,529 with a not to exceed 5%\nincrease per Fiscal Year;\n3.
