1. FISCAL YEAR (FY) 2023-2024 ANNUAL ACTION PLAN IDENTIFYING23-1180\nFUNDING PRIORITIES FOR THE COMMUNITY DEVELOPMENT\nBLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIPS\nGRANT (HOME) PROGRAMS\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Hold a Public Hearing regarding the FY 2023-2024 Annual Action Plan.\n2. Approve the recommended allocation of $1,689,303 for FY 2023-2024\nCommunity Development Block Grant, which includes the annual\nallocation of $1,010,506, $78,797 in prior year(s) uncommitted program\nfunds, and $600,000 in re-programmed CDBG funds.\n3. Approve the recommended allocation of $549,260 for the Fiscal Year\n2023-2024 HOME Investment Partnerships Grant, which includes the\nannual allocation of $509,260 and $40,000 in program income\n(lien/HOME loan repayments).\n4. Adopt Resolution No. 2023-XX in order to:\na. Approve the FY 2023-2024 Annual Action Plan.\nb. Authorize the City Manager, or the City Manager’s designee, to\nsubmit the FY 2023-2024 Annual Action Plan to the U.S.\nDepartment of Housing and Urban Development.\nc. Designate the City Manager, or the City Manager’s designee, as\nthe official representative of the City to administer the programs\nand to execute and submit all required agreements, certifications,\nand documents required by HUD, and execute all subrecipient\nagreements for the use of funds approved in the FY 2023-2024\nAnnual Action Plan.\n5. Provide direction regarding potential changes to the City’s Tenant-Based\nRental Assistance (TBRA) and Single-family Rehabilitation Grant and\nLoan Programs, as described in the staff report.\nAttachments: 1.
