B. DISCUSSION ON THE TAXPAYER PROTECTION AND GOVERNMENT\nACCOUNTABILITY ACT BALLOT INITATIVE – REQUEST FOR DIRECTION ON\nAN OFFICIAL CITY POSITION AND CONSIDERATION OF ADOPTION OF A\nRESOLUTION NO. 23-28 EITHER IN SUPPORT OF OR IN OPPOSITION TO\nTHE BALLOT INITIATIVE\nA ballot initiative called the Taxpayer Protection and Government\nAccountability Act was created and sponsored by several taxpayer protection\ngroups, and gathered sufficient signatures to qualify for placement on the\nNovember 2024 election. Staff is seeking direction on an official City position\non the ballot initiative and consideration of a resolution establishing the City’s\nposition on the measure. There is no fiscal impact associated with discussing\nthe City’s position on the ballot initiative. The potential financial effects of the\nballot measure, should it be successful, are difficult to estimate, those in favor\nof the initiative suggest that the initiative will save taxpayers millions of dollars,\nand those opposed to the initiative suggest that the measure will cost cities\nmillions of dollars in lost revenue.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council discuss the Taxpayer Protection and\nGovernment Accountability act and if desired, adopt Resolution No. 23-28\nsupporting the Supporting Taxpayer Protection and Government\nAccountability Act.
