C. 2021 STATE HOMELAND SECURITY PROGRAM GRANT ACCEPTANCE\nThe City of San Gabriel has been awarded grant funds from the 2021 State\nHomeland Security Program (SHSP) for both the San Gabriel Police and Fire\nDepartments in the amount of $119,354 and $62,000 respectively. Both public\nsafety departments are able to use these funds towards projects from the\nDepartment of Homeland Security Approved Equipment List and also to\nprovide training. Funding for the purchases will be reimbursed through the\nState Homeland Security Program grant. Initial outlay would be $181,354, but\nwould be fully reimbursed, with no matching funds. There is no fiscal impact to\nthe General Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve the following:\nPolice Department\n1. Increase estimated revenue (account 186-3215) and appropriation\n(transfers out) in ‘Other Grants’ Fund by $119,354; and increase\nestimated revenue (transfers in) and appropriation in Capital/Special\nProjects Funds (account 124-751-57-99-380) by $119,354.\nFire Department\n2. Increase estimated revenue (account 186-3215) and appropriation\n(transfers out) in ‘Other Grants’ Fund by $62,000; and increase estimated\nrevenue (transfers in) and appropriation in Capital/Special Projects\nFunds (account 124-761-57-99-380) by $62,000.\n3. Authorize both the Police Chief and Fire Chief to accept the SHSP grant\nand purchase the items under the City’s purchasing policy.\n4. Authorize the City Manager to execute the subrecipient agreement\nbetween the City and the County of Los Angeles and adopt Resolution\nNo. 23-21 amending the Fiscal Year 2022-2023 Operating Budget.
