F. SECOND AMENDMENT TO AGREEMENT WITH THE SAN GABRIEL VALLEY\nCOUNCIL OF GOVERNMENTS (SGVCOG) TO PARTICIPATE IN THE SAN\nGABRIEL VALLEY REGIONAL VEHICLE MILES TRAVELED (VMT) ANALYSIS\nMODEL AND TOOL UPDATE\nThe Community Development Department is requesting a second amendment\nto an existing professional services agreement with the San Gabriel Valley\nCouncil of Government (SGVCOG) to participate in the San Gabriel Valley\nRegional Vehicle Miles Traveled (VMT) Analysis Model and Tool Update at an\nadditional cost of $15,000 for a five-year term. San Gabriel is one of 26 cities to\nparticipate in the regional program to have access to a web-based\ntransportation screening tool for development projects for California\nEnvironmental Quality Act (CEQA) purposes. Funding will be proposed as part\nof the Fiscal Year 2023-2024 budget in account No. 184-800-00-22-000.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve an amendment to an existing\nMemorandum of Agreement (MOA) with the San Gabriel Valley Council of\nGovernment for an amount not to exceed $15,000.00 for the implementation\nof the San Gabriel Vehicle Miles Traveled (VMT) Analysis Model & Tool Update.
