F. Request of Mayor Torosis, Mayor Pro Tem Zwick, and Councilmember Raskin to Affirm that there must be a replacement plan for Samoshel. We support the City’s efforts to preserve vital services currently being provided at the Palm Motel. We also support the replacement of the congregate housing model at Samoshel with other models of emergency shelter and interim housing that are better suited for the needs of our city and those exiting homelessness. However, we do not support closing Samoshel without a further developed plan to replace its capacity. Consistent with this council’s commitment to equity and affirmatively furthering fair housing, we support a site selection process that excludes the Pico Neighborhood. We therefore ask our fellow councilmembers to join us in moving to direct staff to take all appropriate and necessary steps to effectuate this direction.
