Authorize the City Manager to negotiate and execute an agreement with The Salvation Army to fund the activation of shelter beds and supportive services at the Bell Shelter; 4. Direct staff to complete the Request for Expression of Interest (RFEI) process to identify additional non-congregate interim housing locations in and around Santa Monica, and transition away from SaMoShel’s congregate style sheltering facility concurrent with the RFEI process; 6. F. Request of Mayor Torosis, Mayor Pro Tem Zwick, and Councilmember Raskin to Affirm that there must be a replacement plan for Samoshel. We support the City’s efforts to preserve vital services currently being provided at the Palm Motel. We also support the replacement of the congregate housing model at Samoshel with other models of emergency shelter and interim housing that are better suited for the needs of our city and those exiting homelessness. However, we do not support closing Samoshel without a further developed plan to replace its capacity. Consistent with this council’s commitment to equity and affirmatively furthering fair housing, we support a site selection process that excludes the Pico Neighborhood. We therefore ask our fellow councilmembers to join us in moving to direct staff to take all appropriate and necessary steps to effectuate this direction. Request of Councilmembers Negrete and Snell and Mayor Torosis that the City Council approve waiving City fees not to exceed $16,950 and also approve $12,500 in Council discretionary funds to support the Butterfly Brawl, a boxing, charity and entertainment event on the Santa Monica Pier on August 22, 2026. Butterfly Brawl’s mission is to combine high-level boxing, entertainment, and philanthropy in support of cancer-related causes. This year, fundraising efforts will focus on the American Cancer Society that supports those affected by cancer.
