C. Award Bid #SP2709 to Sully Miller Contracting Company for Construction Services and RFP #SP2709 to Cannon Corporation for Construction Management Services for the Wilshire Boulevard Safety Improvement Project Phase 2B Recommended Action Staff recommends that the City Council: 1. Adopt a finding of Categorical Exemption pursuant to Section 15301 of the California Environmental Quality Act (CEQA) Guidelines; 2. Award Bid #SP2709 to Sully Miller Contracting Company for construction services for the Wilshire Boulevard Safety Improvement Project Phase 2B for the Public Works Department; 3. Authorize the City Manager to execute an agreement with Sully Miller Contracting Company, in an amount not to exceed $7,609,433 (including a 15% contingency); 4. Award RFP #SP2709-CM to Cannon Corporation to provide construction management services for the Wilshire Boulevard Safety Improvement Project Phase 2B for the Public Works Department;
