9. Housing and Community Development General Plan Progress Report — Recommendation: that the City Council 1) Approve the 2025 draft Annual Report; 2) Accept staff's finding that the General Plan Annual Progress Report is exempt from CEQA under Section 15061(b)(3) of the CEQA Guidelines, which provides that CEQA only applies to projects that have the potential for causing a significant effect on the environment; 3) Direct staff to forward the report to the State Department of Housing and Community Development and the Governor’s Office of Planning and Research; and 4) Adopt Resolution No. CC-2608-039.
