13.1 A Public Hearing to Consider and Adopt a Resolution Approving the Fiscal Year (FY)\n2023-2024 Annual Action Plan for Submittal to the U.S. Department of Housing and\nUrban Development (HUD).\nRECOMMENDATION OF BUSINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1. Open the public hearing;\n2. Receive the presentation from staff;\n3. Pose questions to staff;\n4. Allow members of the public to offer comment;\n5. Pose follow-up questions to staff;\n6. Close the public hearing;\n7. Adopt a Resolution approving the FY 2023-2024 HUD Annual Action Plan;\n8. Authorize the City Manager, or her designee, to make all conforming modifications and\nedits and to execute all implementing documents required by HUD; and\n9.
