5.3 Approve Second Amendment to agreements with Advanced Avant-Garde, Inc., and Townsend Public Affairs for comprehensive grant-related services, increasing each agreement amount by $102,000, for a not to exceed amount of $210,000 for Advanced Avant-Garde, Inc., and for a not to exceed amount of $228,000 for Townsend Public Affairs for a combined not to exceed total of $438,000, and exercise the second option to extend both agreements through December 2027, completing the full three-year term.
