8. Award the contract to the lowest responsible bidder, Boudreau Pipeline Corporation, in the amount of $20,088,888, for the Resort Area Sanitary Sewer and Roadway Widening Improvements Project; authorize the Director of Public Works to execute the contract and related documents and to take the necessary actions to implement and administer the contract; determine the Project is consistent with the previously-certified Final Subsequent Environmental Impact Report No. 352; and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions.
