9. APPROVAL FIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH WATER RESOURCES ECONOMICS, LLC FOR WATER RATE STUDY SERVICES Recommended Action: 1) Approve a budget adjustment in the amount of $24,000 from the Water Fund balance to fund continued water rate study services; and 2) Approve the First Amendment to the professional services agreement with Water Resources Economics, LLC in the amount of $24,000 for continued water rate study services and authorize the City Manager to execute the amendment.
