RECOMMENDATION: Approve a First Amendment to the Professional Services Agreement with RSG Incorporated dba RSG Inc. to develop the City’s Economic Development Strategic Plan, extending the contract until September 10, 2027. ROUTINE MATTERS 3.9 Notice of Completion of the Work Performed by R.J. Noble Company for the 2025 CDBG Residential Street Overlay Project – Project Plan No. P-2665. RECOMMENDATION: Accept the 2025 CDBG Residential overlay Project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office. 3.10 Approval of Plans and Specifications and Authorization to Solicit Construction Bids for the Bolsa Chica Road Improvement Project - Project Plan No. P-2685. RECOMMENDATION: A. Approve the plans and specifications for the Bolsa Chica Road Improvement Project; B. Authorize the City Engineer to approve minor modifications to the plans and specifications to accommodate requested revisions from public safety and utility agencies; and C.
