4.9. LEASE WITH FAMILY ASSISTANCE MINISTRIES\nRecommended Action:\n1. Find that the lease of the City-owned property is exempt from the California\nEnvironmental Quality Act pursuant to State CEQA Guidelines Sections 15301\n(Existing Facilities); and\n2.
