F.2. PUBLIC HEARING FOR ONE NATIONAL POLLUTANT DISCHARGE\nELIMINATION SYSTEM MAIL BALLOT PROCEEDING (Report of: Financial\n& Management Services)\nRecommendations: That the City Council:\n1. Conduct the Public Hearing and accept public testimony for the mail ballot\nproceeding for the National Pollutant Discharge Elimination System\n(NPDES) Residential Regulatory Rate to be applied to the property tax bill\nof the parcel identified herein (KB Home Coastal, Inc., located near the\nsouthwest corner of Cottonwood Ave. and Moreno Beach Dr., east of\nBethany Rd.);\n2. Direct the City Clerk to open and count the returned NPDES ballot;\n3. Verify and accept the results of the mail ballot proceeding as maintained\nby the City Clerk on the Official Tally Sheet and if approved, set the rate\nand impose the applicable NPDES Regulatory Rate on the Assessor’s\nParcel Number as mentioned;\n4. Receive and file the Official Tally Sheet with the City Clerk’s office.
