6) CONSIDERATION OF AGREEMENT FOR THE CITYWIDE PEDESTRIAN & VEHICLE TRAFFIC SAFETY IMPROVEMENTS FY 2025-26 - PROJECT NO. 26014 It is recommended that the City Council take the following actions: 1. Reject the bid submitted by WGJ Enterprises, Inc. DBA PCI as non-responsive; 2. Award the Construction Services Agreement for the Citywide Pedestrian & Vehicle Traffic Safety Improvements FY 25-26 (Project No. 26014) to CAT Tracking, Inc. as the lowest responsible bidder; 3. Authorize the City Manager to negotiate and execute an agreement with CAT Tracking, Inc. for $447,343.00, in such form as approved by the City Attorney; 4. Authorize 15% of the awarded contract amount as contingency allowance to be used, if necessary, with the City Manager's approval, for unforeseen conditions; 5. Authorize the City Manager to negotiate and execute any amendments to the agreement within the authorized contingency; and 6. Find that the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15302 (Replacement or Reconstruction).
