10) CONSIDERATION OF ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) AND
OTHER RELATED REPORTS FOR THE YEAR ENDED JUNE 30, 2025
It is recommended that the City Council receive and file the following financial reports and
letters for the year ended June 30, 2025:
Annual Comprehensive Financial Report;
Government Auditing Standards Letter;
Audit Communication Letter; and
Community Financial Report.

11) CONSIDERATION OF PURCHASE OF PALO ALTO NETWORKS CITY FIREWALL AND
ENDPOINT PROTECTION UPGRADE
It is recommended that the City Council:
1. Authorize the City Manager to purchase the Palo Alto Networks, Inc. Firewall, Endpoint
Protection, and Cloud Manager upgrade from CDW utilizing the NASPO ValuePoint
Master Agreement (Contract # AR3229), with an overall maximum compensation
amount of $700,000; and
2. Authorize the City Manager to negotiate and execute any agreements and documents
necessary to purchase the Palo Alto Networks, Inc. Firewall, Endpoint Protection, and
Cloud Manager upgrade from CDW, in such form as approved by the City Attorney.

12) CONSIDERATION OF AUDIT SERVICES AGREEMENT
It is recommended that the City Council:
1. Authorize the City Manager to execute an agreement with Van Lant & Fankhanel,
LLP with an overall maximum compensation amount of $360,575. The agreement
includes auditing services for Fiscal Years 2025-2026 through 2027-2028, with the
option to extend the agreement for the Fiscal Year 2028-2029 and Fiscal Year
2029-2030 audits.
2. Authorize the City Manager to negotiate and execute any amendments or extensions to
the agreement.

13) CONSIDERATION OF ADOPTING BUDGET AMENDMENTS FOR FISCAL YEAR 2025-26
AND FISCAL YEAR 2026-27
It is recommended that the City Council adopt the following resolutions:
1. RESOLUTION NO. 2026-92 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE
FISCAL YEAR COMMENCING JULY 1, 2025 AND ENDING JUNE 30, 2026 (FISCAL
YEAR 2025-26 AMENDMENTS).
2. RESOLUTION NO. 2026-93 – A RESOLUTION OF THE CITY COUINCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE
FISCAL YEAR COMMENCING JULY 1, 2026 AND ENDING JUNE 30, 2027 (FISCAL
YEAR 2026-27 AMENDMENTS).

14) CONSIDERATION OF THE UPDATES TO THE CORRECTIVE ACTION PLAN FOR STATE
AUDITOR REPORT 2024-801
Staff recommends that the City Council approve the corrective actions to update the Corrective
Action Plan in response to the Local High Risk Program Report 2024-801 issued by the State
Auditor.

15) CONSIDERATION OF PURCHASING REPORT
It is recommended that the City Council receive and file the listing of all contracts and purchase
orders that have been awarded by the City Manager and Purchasing Officer from January 1,
2026 to June 30, 2026.

16) CONSIDERATION OF AGREEMENT FOR LANDSCAPE MAINTENANCE OF CITYWIDE
MEDIANS, RIGHT-OF-WAYS, COMMERCIAL ZONES, PARKWAYS, OTHER AREAS AND
CITY ARTERIALS
It is recommended that the City Council:
1. Award a Maintenance Services Agreement for RFP 2026-10 to Parkwood Landscape
Maintenance, Inc.
2. Authorize the City Manager to negotiate and execute the Maintenance Services
Agreement for a five-year term with Parkwood Landscape Maintenance, Inc. with a
maximum annual compensation amount of $579,318 and an overall maximum
compensation of $3,620,738 (which includes 25% for additional services to be approved
by the City Manager on an as-needed basis) , in such final form as approved by the City
Attorney.
3. Adopt the following resolution:
CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR
COMMENCING JULY 1, 2026 AND ENDING JUNE 30, 2027 (AGREEMENT FOR

17) CONSIDERATION OF TERMINATION OF EMERGENCY ACTION FOR EMERGENCY
REPAIRS AT FIRE STATION 3 AND ACCEPTANCE OF WORK AND AUTHORIZATION TO
FILE THE NOTICE OF COMPLETION
It is recommended that the City Council:
1. Terminate the emergency action at Fire Station 3 by adopting the following resolution:
WEST COVINA, CALIFORNIA, TERMINATING THE EMERGENCY ACTION FOR THE
REMEDIATION OF THE RODENT AND RAT INFESTATION AT FIRE STATION 3
2. Accept the work performed by Sunshine Pacific Group America Inc. with a final
compensation amount of $130,720.85.
3. Authorize the City Manager and Assistant City Clerk to execute the Notice of Completion
and file the Notice of Completion with the County of Los Angeles Registrar-Recorder.

18) REVIEW OF REQUEST FOR PROPOSAL (RFP) FOR THE DEL NORTE PARK
IMPROVEMENTS & DOG PARK PROJECT - PROJECT NO. 24001
Staff recommends that the City Council authorize the Public Works Department to issue a
formal Request for Proposals (RFP) for architectural design services for the Del Norte Park
Improvements & Dog Park Project.

2) CONSIDERATION OF EXTENSIONS TO TRANSPORTATION SERVICES AND LEASE
AGREEMENTS WITH MV TRANSPORTATION, INC.
It is recommended that the City Council take the following actions:
1. Approve amendments to both the Transportation Services Agreement and the Lease
Agreement with MV Transportation, Inc., extending the terms of both agreements for one
(1) year, through September 2, 2027; and
2. Authorize the City Manager to negotiate and execute the
amendments in such final form as approved by the City Attorney.

amendments; and
3. Adopt the following Resolution:

5) CONSIDERATION OF AWARD OF A PROFESSIONAL SERVICES AGREEMENT FOR CITY
ENGINEERING SERVICES AND BUDGET AMENDMENT
It is recommended that the City Council take the following actions:
1. Award Request for Proposals (RFP) No. 2026-12 for City Engineering, Traffic Engineering,
Grant Writing/Administration, and On-Call General Engineering Services to Transtech
Engineers, Inc.
2. Authorize the City Manager to negotiate and execute an agreement with Transtech
Engineers, Inc. for an initial term of two years, commencing September 1, 2026, and ending
August 31, 2028, with three (3) optional one (1) year extensions, in such final form as
approved by the City Attorney.
3. Adopt the following resolution:

6) CONSIDERATION OF AGREEMENT FOR THE CITYWIDE PEDESTRIAN & VEHICLE
TRAFFIC SAFETY IMPROVEMENTS FY 2025-26 - PROJECT NO. 26014
It is recommended that the City Council take the following actions:
1. Reject the bid submitted by WGJ Enterprises, Inc. DBA PCI as non-responsive;
2. Award the Construction Services Agreement for the Citywide Pedestrian & Vehicle
Traffic Safety Improvements FY 25-26 (Project No. 26014) to CAT Tracking, Inc. as the
lowest responsible bidder;
3. Authorize the City Manager to negotiate and execute an agreement with CAT
Tracking, Inc. for $447,343.00, in such form as approved by the City Attorney;
4. Authorize 15% of the awarded contract amount as contingency allowance to be used,
if necessary, with the City Manager's approval, for unforeseen conditions;
5. Authorize the City Manager to negotiate and execute any amendments to the
agreement within the authorized contingency; and
6. Find that the project is categorically exempt from the California Environmental Quality
Act (CEQA) pursuant to CEQA Guidelines Section 15302 (Replacement or
Reconstruction).

7) CONSIDERATION OF ACCEPTANCE OF WORK AND AUTHORIZATION TO FILE THE
NOTICE OF COMPLETION FOR THE CITYWIDE SIDEWALK, CURB AND GUTTER
REPAIR FY 25-26 PROJECT (PROJECTS 26010 & 26013)
It is recommended that the City Council take the following actions:
1. Accept the work performed by F.S. Contractors, Inc. for the Citywide Sidewalk, Curb &
Gutter Repair FY 25-26 Project (Project Nos. 26010 & 26013) with a final cost of
$342,424.00.
2. Authorize the City Manager and Assistant City Clerk to execute the Notice of Completion
and file the Notice of Completion with the County of Los Angeles Registrar-Recorder.
3. Authorize the City Manager to release a retention once appropriate.
