(17) 19-0131-S2 TRANSPORTATION COMMITTEE REPORT relative to the status of the BlueLA EV Carsharing Program. Recommendations for Council action: 1. NOTE and FILE the Department of Transportation (DOT) report dated July 23, 2026, attached to the Council file, relative to the status of the BlueLA EV Carsharing Program. 2. INSTRUCT the DOT, in consultation with the City Attorney, to report on the following: a. The terms and conditions of the conditional use permits for Envoy Carsharing, LLC, and It’s Electric, including but not limited to responsibility for ongoing maintenance and repair. b. The permitting model for each electric vehicle (EV) charging station, including the rate structure and fees associated with each permit and any operational fees included in the permit. c. Opportunities to incorporate cost-recovery model as part of the permit fee that can cover the cost of maintaining the public-right-of-way that is directly associated with the program and immediately surrounding each station locations that includes but not limited to curb maintenance and sign maintenance. d. An assessment of the transition to Envoy Carsharing, LLC and It’s Electric, including utilization by location, 311 service requests, and outcomes of the program. 3. INSTRUCT the DOT to report on all the alternative uses for existing EV charging station locations, including, but not limited to, bike share stations, permanent metered parking, or other transportation-related uses, particularly at locations with low utilization.
