the BlueLA EV Carsharing Program.
Recommendations for Council action:
1. NOTE and FILE the Department of Transportation (DOT) report
dated July 23, 2026, attached to the Council file, relative to the
status of the BlueLA EV Carsharing Program.
2. INSTRUCT the DOT, in consultation with the City Attorney, to
report on the following:
a. The terms and conditions of the conditional use permits
for Envoy Carsharing, LLC, and It’s Electric, including but
not limited to responsibility for ongoing maintenance and
repair.
b. The permitting model for each electric vehicle (EV)
charging station, including the rate structure and fees
associated with each permit and any operational fees
included in the permit.
c. Opportunities to incorporate cost-recovery model as part
of the permit fee that can cover the cost of maintaining the
public-right-of-way that is directly associated with the
program and immediately surrounding each station
locations that includes but not limited to curb maintenance
and sign maintenance.
d. An assessment of the transition to Envoy Carsharing, LLC
and It’s Electric, including utilization by location, 311
service requests, and outcomes of the program.
3. INSTRUCT the DOT to report on all the alternative uses for
existing EV charging station locations, including, but not limited

TRANSPORTATION COMMITTEE REPORT relative to amending the
Agreement with CicLAvia, Inc., for the Open Streets Program.
Recommendation for Council action:
AUTHORIZE the General Manager, Department of Transportation
(DOT), or her designee, to execute a Second Amendment to
Agreement C-140746 with CicLAvia, Inc. to extend the term of the
agreement to June 30, 2027, with an option to extend month-to-
month for up to six months, from July 1, 2027 through December 31,
2027, to implement the Open Streets Program, subject to approval by
the City Attorney as to form and legality.
Fiscal Impact Statement: The City Administrative Officer (CAO)
reports that there is no impact to the General Fund. This contract is
funded through grants and special fund appropriations, such as the
Measure M Local Return Fund. The City’s financial obligation is
limited to the extent of appropriations approved by the Council and
Mayor.
Financial Policies Statement: The CAO also reports that this report
complies with City Financial Policies in that the City’s financial
obligation is limited to available cash balances in the current budget
year.

contract with Blue Systems, Inc., for mobility data analysis.
Recommendation for Council action:
APPROVE the proposed second amendment and AUTHORIZE the
General Manager, Department of Transportation, to execute the
amendment to Contract C-139579 with Blue Systems for continued
provision of a data analytics platform for monitoring dockless
providers, from January 1, 2024 through June 30, 2025, and a
cumulative total compensation amount not-to-exceed $1,100,428, in
substantial conformance with the revised draft agreement included as
Attachment 1 the City Administrative Officer (CAO) report dated July
16, 2026, attached to the Council file, subject to the review and
approval of the City Attorney as to form.
Fiscal Impact Statement: The CAO reports that the recommendation
in this report has no General Fund impact. Funding is available in the
City Parking Permit Program Revenue Fund to support this contract
amendment. The City’s obligation is limited to the availability of
appropriations.
Financial Policies Statement: The CAO also reports that the
recommendation complies with City Financial Policies as sufficient
funds exist to support the proposed expenditures.

a. The establishment of PPD No. 321, pursuant to Los
Angeles Municipal Code (LAMC) Section 80.58.d., is
exempt from the California Environmental Quality Act
(CEQA) as a Class 1 Categorical Exemption, under Article
III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines.
b. The non-residents parking their vehicles in the residential
areas are causing adverse parking impacts on the
residential blocks from which the residents deserve
immediate relief.
2. ADOPT the accompanying RESOLUTION, attached to the
Board of Transportation Commissioners (BTC) report dated May
19, 2026, establishing the boundaries of PPD No. 321, pursuant
to the City Council’s November 6, 2018, Rules and Procedures
for Preferential Parking Districts, to include the residential area
within the following blocks bounded by both sides (unless

Services (RDS).
Recommendation for Council action:
AUTHORIZE the Chief of Police, or designee, to execute a
acting by and through the LAPD, and LexisNexis Coplogic Solutions,
Inc. (formerly LexisNexis Claims Solutions, Inc.) to continue providing
CORS and RDS to the LAPD, for a total amount not to exceed
$497,681.70, for a term commencing upon contract execution
through December 31, 2030, subject to the approval of the City
Attorney as to form.
Fiscal Impact Statement: The CAO reports that funding for Fiscal Year
2026-27 is provided in the LAPD’s Contractual Services Account,
future-year funding will be subject to appropriation through the annual
budget process, and there is no additional impact to the General
Fund.
Financial Policies Statement: The City Administrative Officer reports
that the recommendation complies with the City’s Financial Policies in
that contract expenditures will be limited to the use of approved
budgeted funds.
