(9) 15-0989-S47 STATUTORY EXEMPTION FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA), PLANNING AND LAND USE MANAGEMENT (PLUM) COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to adding Subdivision 41 to Subsection 12.22 A of Article 2 of Chapter I and Division 1.7 to Article 1 of Chapter 1A of the Los Angeles Municipal Code (LAMC) to exempt certain projects from planning and zoning requirements of the Zoning Code for the 2028 Olympic and/or Paralympic Games. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. DETERMINE, based on the independent judgment of the decision maker, after consideration of the whole administrative record that the proposed draft ordinance is statutorily exempt under the CEQA pursuant to California Public Resources Code Section 21080(b)(7) and CEQA Guidelines Section 15272, as an activity necessary to the hosting of the 2028 Games. 2. ADOPT the FINDINGS of the Los Angeles City Planning Commission (LACPC), as the Findings of Council. 3. PRESENT and ADOPT the accompanying ORDINANCE dated June 22, 2026, adding Subdivision 41 to Subsection 12.22 A of Article 2, Chapter I and Division 1.7 to Article 1, Chapter 1 A of the LAMC to exempt certain projects from planning and zoning requirements of the Zoning Code for the 2028 Olympic and Paralympic Games. 4. REQUEST the City Attorney to prepare and present a revised draft Ordinance to be considered at Council, with the following amendments to Chapter I and corresponding amendments to Chapter 1A: Sec. 1.41 (g)(4) Time to Act: The City should act within 14 days after receipt by the Department of City Planning of the administrative review application for Temporary Projects. Sec. 1.7.1.G.1.d. Time to Act: The City should act within 14 days after receipt.by the Department of City Planning of the administrative review application for Temporary Projects. 5. NOTE and FILE the Department of City Planning (DCP) report dated June 30, 2026; and INSTRUCT the DCP to utilize the internal escalation and inquiry protocol. Fiscal Impact Statement: None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
