REPORT relative to preparing a proposed ordinance, to amend Los
Angeles Municipal Code (LAMC) Section 98.0603 (Expiration of Plan
Check) to extend the Plan Check expiration beyond the 18 month-time
period that is currently allowed.
Recommendations for Council action, pursuant to Motion
(Blumenfield – Lee):
1. INSTRUCT the Los Angeles Department of Building and
Safety (LADBS), in consultation with the City Attorney, to
prepare and present a proposed ordinance, to amend
LAMC Section 98.0603 (Expiration of Plan Check) to
extend the Plan Check expiration beyond the 18 month-
time period that is currently allowed, and thereby allow
project applicants more time to secure a permit.
2. INSTRUCT the LADBS to revise existing policy to extend
Plan Check to allow more time for project applicants to
complete the Plan Check process and obtain permits
while complying with the building codes in effect at the
time of original submittal.

Recommendations for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. CONSIDER the results of the Tax Equity and Fiscal
Responsibility Act of 1982 (TEFRA) hearing held on November
24, 2025 for the Hope Street hotel project, attached to the
Motion.
2. ADOPT the accompanying TEFRA RESOLUTION approving
the issuance of bonds in an amount not to exceed $85,000,000
to provide financing, refinancing, and/or reimbursement for the
acquisition, construction, development, equipping, and
operation of an 11-story hotel located at 1130 South Hope
Street in Council District 14.

RESOLUTION (HARRIS-DAWSON - BLUMENFIELD) relative to the
Declaration of Local Emergency by the Mayor dated January 7, 2025,
and Updated Declaration of Local Emergency by the Mayor dated
January 13, 2025, due to the windstorm and extreme fire weather
pursuant to Los Angeles Administrative Code (LAAC) Section 8.27.
Recommendation for Council action:
ADOPT the accompanying RESOLUTION, dated January 14, 2025,
to:
1. Resolve that a local emergency exists resulting from ongoing
windstorm and extreme fire weather system and the devastating
wildfires in the City within the meaning of LAAC Section 8.21, et
seq., as set forth in the Mayor’s January 13, 2025 Updated
Declaration of Local Emergency, which incorporated the
declaration of emergency dated January 7, 2025, which the City
Council hereby ratifies.
2. Resolve that because the local emergency, which began on
January 7, 2025, continues to exist, there is a need to continue
the state of local emergency, which the City Council hereby
ratifies.
3. Instruct and request all appropriate City departments (including
proprietary departments), agencies, and personnel, in
accordance with LAAC Code Section 8.21 et seq., to continue
to perform all duties and responsibilities to represent the City in
this matter to respond to and abate the emergency and prevent
further harm to the life, health, property, and safety, and receive,
process; and, coordinate all inquiries and requirements
necessary to obtain whatever State and Federal assistance that
may become available to the City and/or to the citizens of the
City who may be affected by the emergency.
4. Instruct the General Manager, Emergency Management
Department, to advise the Mayor and City Council on the need
to extend the state of local emergency, as appropriate.
5. Resolve that, to the extent the public interest and necessity
demand the immediate expenditure of public funds to safeguard
life, health, or property in response to the local emergency and
to support the emergency operations of the City and its
departments (including its proprietary departments), agencies,
and personnel (including mutual aid resources) in responding to
the declared local emergency, the competitive bidding
requirements enumerated in City Charter Section 371, and
further codified in the LAAC, including LAAC Section 10.15 be
suspended until termination of the state of emergency and
solely with respect to purchases and contracts needed to
respond to the declared state of emergency.
6. Direct and request City departments and agencies making
purchases pursuant to the authority granted in paragraph five
(5), above, to report every two weeks to the City Council
regarding the purchases and contracts made during the prior
two week period on the reasons justifying why such purchase or
contract was necessary to respond to the emergency, including
why the emergency did not permit a delay resulting from a
competitive solicitation for bids or proposals, and why
competitive proposals or bidding was not reasonably practicable
or compatible with the City’s interests.
7. Request all City departments and agencies who have the
authority to investigate and/or enforce any/all forms of price
gouging, fraud, and theft by deceit, as described in the
California Penal Code, to do so to the fullest extent permissible
under federal, state, and local law.
8. Instruct the City Clerk, unless and until Council directs
otherwise or discontinues the state of emergency, to timely
agendize this matter so that Council may consider whether
to continue the state of emergency.
9. Instruct the City Clerk to forward copies of this Resolution
to the Governor of the State of California, the Director of
the Office of Emergency Services of the State of California,
the Los Angeles County Office of Emergency Management,
and the Los Angeles County Board of Supervisors.

relative to the Declaration of Local Emergency by the Mayor dated
June 20, 2026 due to a major fire erupting at a cold-storage
Los Angeles, pursuant to Los Angeles Administrative Code (LAAC)
Section 8.27.
Recommendation for Council action:
ADOPT the accompanying RESOLUTION, dated June 26, 2026, to:
1. Resolve that a local emergency regarding impacts from the
(City) within the meaning ofLos Angeles Administrative Code
Section 8.21, etseq., at the time of the Mayor’s June 20, 2026,
Declaration of Local Emergency, which the City Council hereby
ratifies.
2. Resolve that because the local emergency, which began on
June 17, 2026, continues to exist, there is a need to continue
the declared state oflocal emergency, which the City Council
hereby ratifies.
3. Instruct all appropriate City departments (including proprietary
departments), agencies, and personnel are instructed and
requested to continue to perform all duties and responsibilities
to represent the City in this matter to respond to and abate
the emergency and prevent further harm to the life, health, and
safety, and receive, process, and coordinate all inquiries and

ARTS, PARKS, LIBRARIES, AND COMMUNITY ENRICHMENT and
PUBLIC SAFETY COMMITTEES’ REPORT relative to requiring
Neighborhood Council (NC) members to obtain and maintain
certification with the Los Angeles Fire Department’s (LAFD)
Community Emergency Response Team (CERT) Program.
Recommendation for Council action, pursuant to Motion (Jurado -
Rodriguez):
INSTRUCT the Department of Neighborhood Empowerment, with
assistance from the LAFD, to provide a report with recommendations
to require the majority of all NC board members to obtain and
maintain certification with LAFD’s CERT Program, including
implementation options, timelines, costs, exemptions, and renewal
requirements. The Department should consider more accessible
training opportunities, such as providing the CERT Program remotely.

GOVERNMENT OPERATIONS, PUBLIC WORKS, AND PUBLIC
SAFETY COMMITTEES REPORT relative to the development and
implementation of public informational campaigns to increase
awareness of City services.
Recommendations for Council action, as initiated by Motion (Jurado –
Padilla):
1. INSTRUCT the Los Angeles Department of Transportation,
Bureau of Street Services, Bureau of Sanitation, and other
relevant City Departments to develop and implement public
informational campaigns to increase awareness of City
services, including but not limited to responsibilities and
services related to:
a. Trash collection
b. Traffic signal maintenance
c. Bus bench maintenance
d. Street repairs
e. Temporary housing and homelessness services.
2. INSTRUCT that the informational campaigns detailed above in
Recommendation No. 1 should include the creation and
distribution of multilingual educational materials, including
infographics, digital outreach, and community-based
engagement strategies, to ensure accessibility for all
Angelenos.
3. INSTRUCT the Emergency Management Department (EMD),
with assistance from the ITA and other relevant City
Departments, to report on the feasibility of implementing an
automatic emergency response notification system and the
campaign proposed above, to provide residents with timely
updates, public safety alerts, and resource information during
emergency events.

TRANSPORTATION and PUBLIC SAFETY COMMITTEES' REPORT
relative to establishing a process for residents seeking relief from
parking-related penalties resulting from extraordinary circumstances.
Recommendations for Council action, pursuant to Motion (Jurado –
Lee):
1. INSTRUCT the Department of Transportation (DOT) to report
on implementing a system for the cancellation of citations given
to people who were impacted by "extenuating circumstances"
during the Boyle Heights warehouse fire per California Vehicle
Code (CVC) Section 40215(a). The report should include the
status of current programs that are in place that allow for the
reduction, waiver, or deferral of citation payments for people
who are facing extenuating circumstances in accordance with
Assembly Bill 1299 (Bryan) and CVC Sections 40215(a) and
40215(c)(7).
2. INSTRUCT the DOT, in coordination with the City Attorney, to
create a definition of what constitutes "extenuating
circumstances,” for the purpose of this policy; this should
include, but not be limited to:
a. Any stay-at-home order issued by any City Department.
b. A declaration of Local Emergency at the City, County, or
State level.
c. Financial Hardship due to the crisis affecting them.
3. INSTRUCT the Los Angeles Fire Department (LAFD) and Los
Angeles Police Department (LAPD) to report on the towing
operations practiced during the Boyle Heights warehouse fire.
The report should include outreach efforts the Departments
exercised to contact each owner and how they advised them of
their rights under California law.
4. INSTRUCT the DOT, in collaboration with LAPD, to report on
the feasibility of initiating a post-storage impound hearing for
each affected vehicle owner or, at a minimum, provide written
notice offering such a hearing without requiring the owner to
request one first, and allow that hearing to be conducted
remotely.
5. REQUEST the Chief of Police to issue a Department-wide
notice, bulletin, or other written directive to all sworn personnel,
advising officers of the proper statutory authority governing the
relocation or impoundment of vehicles during emergency
incidents. The notice shall clarify the circumstances under which
CVC Section 22654(e) authorizes the temporary relocation or
storage of lawfully parked vehicles that obstruct emergency
services during a disaster or emergency, and distinguish that
authority from other impound statutes.

PUBLIC WORKS and BUDGET AND FINANCE COMMITTEES’
REPORT relative to grant applications for the United States (U.S.)
Department of Transportation (DOT) Federal Highway Administration
Bridge Investment Program.
Recommendations for Council action:
1. AUTHORIZE the City Engineer, Bureau of Engineering (BOE),
or designee, to prepare and submit grant applications for the
U.S. DOT Federal Highway Administration Bridge Investment
Program as described in Attachment 1 of the City Administrative
Officer (CAO) report dated June 5, 2026, attached to the
Council file.
2. INSTRUCT the City Engineer, BOE, or designee, to report if the
City is awarded the grants, to request authority to accept the
grant awards, and to request approval for any related actions to
implement the grant awards.
Fiscal Impact Statement: The CAO reports that approval of the above
recommendations will not result in a General Fund impact. If the grant
is awarded, the impact on the General Fund should be reassessed to
determine if there have been changes to the proposed project costs,
availability of matching funds, feasibility of front-funding grant costs on
a reimbursement basis, or other relevant issues. The required
matching funds should be requested through the annual budget
process as part of the Capital and Technology Improvement
Expenditure Program. Potential eligible special fund sources include
SB 1 Road Maintenance and Rehabilitation Fund, Measure M Local
Return Fund, and Measure R Local Return Fund

between the City and CBS Studios, Inc.
Recommendations for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. INSTRUCT the City Administrative Officer (CAO) and Chief
Legislative Analyst to negotiate a long-term contract between
the City and CBS Studios, Inc. (Organizer) for City services
required and/or requested to hold the 2026 MTV Video Music
Angeles at venues including but not limited to the Peacock
Theater and LA Live complex.
2. AUTHORIZE the use of supplemental Police law enforcement
services to support the Event and future events, with full
reimbursement of Police law enforcement services, in
accordance with California Government Code section 53069.8.
3. RECOGNIZE the economic benefit generated by the Event
requirements for City services (excluding Police law
enforcement services) supporting the Event and future events,
pursuant to Los Angeles Municipal Code Sec. 41.20.l(c) Events
at Major Sports and Entertainment Venues.
4. AUTHORIZE the CAO to execute and administer a contract
between the City and Organizer, and contract amendments to
extend the term up to a total of five-years for subsequent

Recommendation for Council action, SUBJECT TO THE APPROVAL

AUTHORIZE the General Manager, Los Angeles Housing
Department (LAHD), or designee, to:
1. Execute an amended and restated Contract No. C-139953, and
reinstate the contract if necessary, with First American Data
Tree LLC to extend the term by six months through March 31,
2027 with an option to extend for an additional six months to
September 30, 2027 and increase the contract amount by
$122,000 from $675,000 to $797,000 for real estate information
services in substantial conformance with the attached draft
document, subject to contractor’s performance, funding
availability, and approval of the City Attorney as to form.
2. Prepare Controller instructions and make any necessary
technical adjustments consistent with the Mayor and City
Council action on this matter, subject to the approval of the City
Administrative Officer (CAO), and request the Controller to
implement the instructions.
Fiscal Impact Statement: The CAO reports that the proposed contract
will be funded by LAHD special funds ($121,569) and the General
Fund ($431) included in the 2026-27 Adopted Budget. There is no
additional impact to the General Fund.

Recommendations for Council action, pursuant to Motion (Jurado -

1. INSTRUCT LAHD, with assistance from the Community
Investment Department (CID), to report on the feasibility of
utilizing the Handyworker Program funding to support senior
citizens, and other low income persons, with smoke remediation

2. DIRECT LAHD, with assistance from CID, to report within 30

DIRECT the Chief Legislative Analyst (CLA), with the assistance of
the City Administrative Officer (CAO), Los Angeles Housing
Department, and the Los Angeles Homeless Service Authority, to
report on the impacts of the County’s Department of Homeless
Services and Housing becoming the lead of the region's Continuum
of Care and the Coordinated Entry System.
The report back is to include, but not limited to:

HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to
relative to a contract for temporary staffing services for the Los
Angeles Housing Department (LAHD), Rent Division.
Recommendations for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. AUTHORIZE the LAHD, General Manager, or designee, to
execute a contract with Partners in Diversity, Inc. (Contract) for
an amount not to exceed $1,811,179.44, commencing on the
date of execution and ending on September 19, 2028 to provide
temporary staffing services for the Rent Division, in substantial
conformance with the draft document attached hereto, subject
to funding availability, in compliance with the City’s contracting
policies, and the approval of the City Attorney as to form.
2. REQUEST the Controller to do the following:
a. Transfer appropriations in the amount of $1,115,756 within
the Just Cause Enforcement Fee Trust Fund No. 67W/43
to a new service delivery account in the amounts and the
accounts listed in the City Administrative Officer (CAO)
report dated June 15, 2026, attached to the Council file.
b. Transfer appropriations in the amount of $446,303 within
the Rent Stabilization Fund No440/43 to fund the Contract
in the amounts and the accounts listed in the City
Administrative Officer (CAO) report dated June 15, 2026.
c. Authorize the LAHD to expend funds from the Rent
Stabilization Trust Fund No. 440/43 in the amounts and
the accounts listed in the City Administrative Officer (CAO)
report dated June 15, 2026. d. Decrease appropriations in
the amount of $893,371 in Fund No. 100/43, Account No.
001010 Salaries, General.
3. AUTHORIZE the LAHD, General Manager, or designee, to
prepare Controller instructions and make any necessary
technical adjustments consistent with the Mayor and City
Council actions related to this matter, subject to the approval of
the CAO; and request the Controller to implement these
instructions.
Fiscal Impact Statement: The CAO reports that the proposed contract
will be funded by salary savings and other available funds within the
Just Cause Ordinance Fee Trust Fund ($1,115,756) and the Rent
Stabilization Trust Fund ($695,423.44). There will be no impact to the
General Fund.

Recommendations for Council action, SUBJECT TO THE APPROVAL

1. DETERMINE, based on the independent judgment of the
decision maker, after consideration of the whole administrative
record that the proposed draft ordinance is statutorily exempt
under the CEQA pursuant to California Public Resources Code
Section 21080(b)(7) and CEQA Guidelines Section 15272, as
an activity necessary to the hosting of the 2028 Games.
2. ADOPT the FINDINGS of the Los Angeles City Planning
Commission (LACPC), as the Findings of Council.
3. PRESENT and ADOPT the accompanying ORDINANCE dated
June 22, 2026, adding Subdivision 41 to Subsection 12.22 A of
Article 2, Chapter I and Division 1.7 to Article 1, Chapter 1 A of
the LAMC to exempt certain projects from planning and zoning
requirements of the Zoning Code for the 2028 Olympic and
Paralympic Games.
4. REQUEST the City Attorney to prepare and present a revised
draft Ordinance to be considered at Council, with the following
amendments to Chapter I and corresponding amendments to
