HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to
a report on the impacts of the County’s Department of Homeless
Services and Housing becoming the lead of the region's Continuum of
Care and the Coordinated Entry System.
Recommendation for Council action, as initiated by Motion
(Rodriguez – Blumenfield):
DIRECT the Chief Legislative Analyst (CLA), with the assistance of
the City Administrative Officer (CAO), Los Angeles Housing
Department, and the Los Angeles Homeless Service Authority, to
report on the impacts of the County’s Department of Homeless
Services and Housing becoming the lead of the region's Continuum
of Care and the Coordinated Entry System.
The report back is to include, but not limited to:
a. Impacts to funding and City’s direct access to funding
b. Accessing Permanent Supportive Housing (PSH) beds
built in the City
c. Referrals to interim site
d. Shared-decision making in establishing:
• Co-equal status / board representation between City and
County
County
• Coordinated Entry System Policy
• Noticed of Funding Opportunities and selection process
• Data-sharing policy
Fiscal Impact Statement: Neither the CAO nor the CLA has completed
a financial analysis of this report.
