10G. Agreement with Neema General Contracting for Restoration and Repairs of the Encinitas Library Trellis. Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a "project" under Section 15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. The action is also exempt from CEQA under Section 15378(b) (5) of the CEQA Guidelines because it involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment. Contact Person: Management Analyst Horn Recommended Action: 1) Authorize the City Manager, or her designee, in consultation with the City Attorney, to execute the Encinitas Library Trellis Encinitas and Neema General Contracting for an initial not-to-exceed contract amount of $146,611 with a 15% contingency of $21,992, for a total agreement amount not-to-exceed $168,603; 2) Adopt Resolution No. 2026-66 titled, "A the Fiscal Year 2026-27 Budget" to appropriate $68,603 to the Library Trellis Project (CF26C). 2026-08-26 Item 10G Encinitas Library Trellis Repair Services Agreement Award
