12. AUTHORIZATION TO ENTER INTO A SUBRECIPIENT AGREEMENT WITH FLINTRIDGE CENTER FOR\nASSISTANCE WITH IMPLEMENTATION OF JUSTICE REINVESTMENT INITIATIVE GRANT FOR AN AMOUNT\nNOT-TO-EXCEED $350,000 FOR THREE YEARS\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental Quality Act\n(“CEQA”) pursuant to State CEQA Guidelines Section 21065 of CEQA and State CEQA Guidelines Sections 15060(c)\n(3) and 15378(b)(5); and as such, no environmental document pursuant to CEQA is required for the project;\n(2) Authorize the City Attorney to execute a Justice Reinvestment Initiative Grant Subrecipient Agreement with\nFlintridge Center for an amount not-to-exceed $350,000 for a period of three (3) years for case manager assistance with\nconnecting criminal defendants with resources and programs in an effort to reduce recidivism; and\n(3) It is further recommended that the City Council grant the proposed contract an exemption from the Competitive\nSelection process pursuant to Pasadena Municipal Code Section 4.08.049(B), contracts for which the City’s best\ninterests are served.\nCity Clerk/Secretary\n13a.
