ADOPTION OF A RESOLUTION TO AUTHORIZE SUBMITTAL OF AN APPLICATION TO THE STATE OF\nCALIFORNIA FOR LOCAL HOUSING TRUST FUND PROGRAM GRANT FUNDS (Housing Dept.\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action in the agenda report is exempt from the California Environmental Quality Act\n("CEQA"), pursuant to State CEQA Guidelines per Section 15061(b)(3), the “common sense” provision that CEQA\nonly applies to projects that may have an effect on the environment;\n(2) Adopt a Resolution authorizing the City to submit a grant application to the State of California under the Local\nHousing Trust Fund (“LHTF”) Program for a housing project at 280 Romana Street that is proposed to provide\naffordable rental housing for seniors; and\n(3) Authorize the City Manager or his designee to approve any documents in connection with the LHTF grant\napplication or, in the event that the City receives an award, any LHTF grant contract documents that may be required by the\nState.

AUTHORIZATION TO ENTER INTO CONTRACTS WITH BTAC UNITED ACQUISITION HOLDING COMPANY DBA:\nBAKER & TAYLOR, LLC; BRODART CO; AND MIDWEST TAPE, LLC; TO PROVIDE LIBRARY\nBOOKS AND AUDIOVISUAL MATERIALS TO THE PASADENA PUBLIC LIBRARY SYSTEM (Library & Info.\nServices Dept)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California Environmental\nQuality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State\nCEQA Guidelines, and as such, no environmental document pursuant to CEQA is required; and\n(2) Authorize the City Manager to enter into contracts with the following vendors, pursuant to the competitive\nselection process specified in Section 4.08.047 of the Pasadena Municipal Code, for Library Books and Audiovisual\nMaterials. Competitive price bidding is not required pursuant to City Charter Article X, Section 1002 (F), Contracts for\nprofessional or unique services:\na. Brodart Co. for the provision of books and cataloging/processing services for the grand total not-to-exceed\n$1,250,000 over a five-year period with the option for three additional one-year terms in the annual amount $250,000; and\nan additional 10% contingency ($25,000) annually to provide for any necessary change orders, subject to the approval\nof the City Manager, for a maximum total contract amount of $2,075,000.\nc. AUTHORIZATION TO ENTER INTO A PURCHASE ORDER WITH BIRDI SYSTEMS INC., FOR FACILITY\nSURVEILLANCE EQUIPMENT AND SUPPLIES FOR THE WATER AND POWER DEPARTMENT (Water & Power\nDept.)\nRecommendation: It is recommended that the City Council:\n1) Find that the proposed action in the agenda report is not a project subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State\nCEQA Guidelines, and as such, no environmental document pursuant to CEQA is required; and\n(2) Accept the bid dated February 17, 2023 submitted by Birdi Systems Inc. (“Birdi”), in response to the\nSpecifications to “Furnish and Deliver Facility Surveillance Equipment and Supplies” for the Water & Power Department\n(“PWP”); and authorize the City Manager to enter into a Purchase Order (“PO”) Contract with Birdi for three years or\nan amount not-to-exceed $270,000, whichever occurs first, with the option for one additional one-year extension or an\namount not-to-exceed $90,000, whichever occurs first, at the discretion of the City Manager, for a maximum contract\nlength of four years or a total amount not-to-exceed $360,000.

AUTHORIZATION TO ENTER INTO A CONTRACT WITH VICON ENTERPRISE INC., FOR THE CONSTRUCTION\nOF AN OIL CONTAINMENT SYSTEM AT THE VILLA SUBSTATION FOR THE WATER AND POWER\nDEPARTMENT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report to be categorically exempt under the California Environmental\nQuality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15301(b) (Existing Facilities) and that there are no\nfeatures that distinguish this project from others in the exempt class, and therefore, there are no unusual\ncircumstances; and\n(2) Accept the bid dated March 7, 2023, submitted by Vicon Enterprise Inc., ("Vicon"), in response to the\nspecifications for the construction of an oil containment system at the Villa Substation for the Water and Power Department\n(“PWP”); and authorize the City Manager to enter into a contract with Vicon for an amount not-to-exceed $603,750 or\nfor a period of two years, whichever occurs first.

AUTHORIZATION TO ENTER INTO TWO AGREEMENTS WITH CALIFORNIA DEPARTMENT OF\nTRANSPORTATION FOR MAINTENANCE RESPONSIBILITIES FOR PROPOSED SOUNDWALLS AT VARIOUS\nLOCATIONS ALONG INTERSTATE 210, BETWEEN FAIR OAKS AVENUE AND WILSON AVENUE (Public Works\nDept.)\nRecommendation: It is recommended that the City Council:\n(1) Acknowledge that the proposed project in the agenda report is determined by the California Department of\nTransportation to be categorically exempt from the California Environmental Quality Act (CEQA) and categorically\nexcluded from the National Environmental Policy Act pursuant to a Categorical Exemption/Programmatic Categorical\nExclusion Determination Form initially authorized in 2006, with multiple re-validations through 2020, and find the\nproposed agreements in the agenda report to be categorically exempt from CEQA pursuant to State CEQA Guidelines\nSection 15301 (Class 1, Existing Facilities); and\n(2) Authorize the City Manager to execute two agreements with California Department of Transportation (Caltrans),\nfor maintenance responsibilities within Caltrans’ and City’s rights-of-way respectively for proposed soundwalls at\nvarious locations along Interstate 210 (I-210) between Fair Oaks Avenue and Wilson Avenue.
