8. AUTHORIZATION TO ENTER INTO TWO AGREEMENTS WITH CALIFORNIA DEPARTMENT OF\nTRANSPORTATION FOR MAINTENANCE RESPONSIBILITIES FOR PROPOSED SOUNDWALLS AT VARIOUS\nLOCATIONS ALONG INTERSTATE 210, BETWEEN FAIR OAKS AVENUE AND WILSON AVENUE (Public Works\nDept.)\nRecommendation: It is recommended that the City Council:\n(1) Acknowledge that the proposed project in the agenda report is determined by the California Department of\nTransportation to be categorically exempt from the California Environmental Quality Act (CEQA) and categorically\nexcluded from the National Environmental Policy Act pursuant to a Categorical Exemption/Programmatic Categorical\nExclusion Determination Form initially authorized in 2006, with multiple re-validations through 2020, and find the\nproposed agreements in the agenda report to be categorically exempt from CEQA pursuant to State CEQA Guidelines\nSection 15301 (Class 1, Existing Facilities); and\n(2) Authorize the City Manager to execute two agreements with California Department of Transportation (Caltrans),\nfor maintenance responsibilities within Caltrans’ and City’s rights-of-way respectively for proposed soundwalls at\nvarious locations along Interstate 210 (I-210) between Fair Oaks Avenue and Wilson Avenue.
