14. AWARD CONTRACT: HUMAN RESOURCES MANAGEMENT SOFTWARE – F2M23-\n44, C2M23-33, M2M23-72\nThe Human Resources Department currently utilizes NEOGOV Insight which is\nspecialized recruitment software that allows for the advertising of job openings, receives\nand tracks job applications and communicates with city job candidates. This software is\nowned and maintained by Governmentjobs.com, Inc. (dba “NEOGOV”). Staff\nrecommends adding two additional modules offered by NEOGOV, an electronic\nperformance evaluation management module and an electronic forms module. By utilizing\nthe same software provider for all three modules, including INSIGHT, the flow of\ninformation is streamlined between modules and provides staff with the ease of logging\ninto one software system for all three human resources management modules. NEOGOV\nis the sole provider of their proprietary software that allows for the efficient exchange of\ninformation across all their software modules; thus, in accordance with Alhambra\nMunicipal Code 3.38.050, which allows the City Council to dispense with competitive\ncontracting procedures when its deemed advantageous to do so. Staff recommends\naward of this contract in order to more effectively and efficiently manage and execute\nexisting human resources management tasks and operations.\n6\n5-8-23\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Governmentjobs.com, Inc. (dba\n“NEOGOV”) in an amount not to exceed $110,000 for Human Resources Management\nsoftware services for the period of three (3) years, with the option to extend software\nsubscription services if service is satisfactory; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
