AWARD CONTRACT: INSPECTION SERVICES FOR THE FY 2021-2022 SB1 STREET\nREHABILITATION PROJECT – F2M21-37, RFP2M23-5, C2M23-31, M2M23-69\nStaff circulated a Request for Proposals (RFP) to qualified companies for Professional\nInspection Services for Construction for the project and received proposals from seven\ncompanies. A review committee comprised of Public Works staff reviewed and evaluated\nall responding proposals. Proposals were evaluated based on completeness of proposals,\nproject understanding and approach, experience of staff, experience and familiarity with\nstate and federal procedures in similar projects, effectiveness of proposed project\nschedule. The proposal submitted by Z&K Consultants Inc. received the overall highest\nrating.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Z&K Consultants Inc. for Construction\nInspection Services for FY 2021-2022 SB1 Street Rehabilitation Project in an amount not\nto exceed $78,888.00; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. AWARD CONTRACT: LASERFICHE CLOUD ENTERPRISE CONTENT\nMANAGEMENT FOR CITY-WIDE DOCUMENT DIGITIZATION PROJECT – F2M23-42,\nC2M23-29, M2M23-70\nLibrary Department staff are undertaking a multi-year document digitization and content\nmanagement project converting the City’s physical documents into organized digital\nformats. This project will enhance the searchability and usability of the City’s files and\ncreate streamlined workflows benefiting both staff and community members. The\n5\n5-8-23\nLaserfiche Cloud enterprise content management system will serve as the primary\nplatform where the digital data and processes will reside. The Library Department has\nopportunity to piggyback on a National Cooperative Purchasing Alliance (NCPA) contract\nRFP# 36-22 for document and records management with Compulink Management Center,\nInc., doing business as Laserfiche, the developer of the City’s selected enterprise content\nmanagement system. Synapse Technologies, Inc., as a Laserfiche authorized solution\nprovider, will provide the City with the necessary software configuration, user training, and\nbackfile document import to ensure successful project implementation. The contract is for\na term of 3 years, with an optional renewal of 2 one-year terms. Per the Alhambra\nMunicipal Code 3.36.080(B), bidding exemption is authorized, and the City may “piggy\nback” onto an existing contract of a government entity.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Synapse Technologies, Inc. for the\nproject implementation of the Laserfiche Cloud enterprise content management system in\nan amount not to exceed $175,200; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action. AWARD CONTRACT: 2023 USDA SUMMER FOOD SERVICE PROGRAM – F2M23-25,\nN2M23-23, C2M23-32, M2M23-71\nOn February 27, 2023, the City Council approved the distribution of a Notice Inviting Bids\nfor the 2023 Summer Food Service Program. On April 20, 2023, the City Clerk received\ntwo bids. The bids received were in the amounts of $88,788 (Unity Meals) and $92,090.40\n(School Nutrition Plus). The bid received by Unity Meals is the lowest responsive bid.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Unity Meals in the amount of $88,788\nfor the 2023 Summer Food Service Program; and, direct staff to take the steps necessary\nto finalize Council’s action. AWARD CONTRACT: HUMAN RESOURCES MANAGEMENT SOFTWARE – F2M23-\n44, C2M23-33, M2M23-72\nThe Human Resources Department currently utilizes NEOGOV Insight which is\nspecialized recruitment software that allows for the advertising of job openings, receives\nand tracks job applications and communicates with city job candidates. This software is\nowned and maintained by Governmentjobs.com, Inc. (dba “NEOGOV”). Staff\nrecommends adding two additional modules offered by NEOGOV, an electronic\nperformance evaluation management module and an electronic forms module. By utilizing\nthe same software provider for all three modules, including INSIGHT, the flow of\ninformation is streamlined between modules and provides staff with the ease of logging\ninto one software system for all three human resources management modules. NEOGOV\nis the sole provider of their proprietary software that allows for the efficient exchange of\ninformation across all their software modules; thus, in accordance with Alhambra\nMunicipal Code 3.38.050, which allows the City Council to dispense with competitive\ncontracting procedures when its deemed advantageous to do so. Staff recommends\naward of this contract in order to more effectively and efficiently manage and execute\nexisting human resources management tasks and operations.\n6\n5-8-23\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Governmentjobs.com, Inc. (dba\n“NEOGOV”) in an amount not to exceed $110,000 for Human Resources Management\nsoftware services for the period of three (3) years, with the option to extend software\nsubscription services if service is satisfactory; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. AWARD CONTRACT: COMPUTER SUPPORT PROFESSIONAL SERVICES – F2M23-\n37, RFP2M23-11, C2M23-34, M2M23-73\nOn March 27, 2023, the City Council approved the distribution of a Request for Proposals\n(RFP) for Computer Support Professional Services. Staff received three proposals. A\nreview committee comprised of three Finance staff members evaluated the proposals\nsubmitted. Staff reviewed the proposals based on qualifications, experience, references,\ntechnical approach, responsiveness, cost, completeness, understanding of project scope\nand requirements and understanding of the needs of the City. Technology Systems, Inc.\nwas selected as the most responsive firm with the best pricing.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nTechnology Systems, Inc. (TSI) for Computer Support Professional Services in an amount\nnot to exceed $94,650 per year; authorize the City Manager to execute the three one-year\noptions if services are satisfactory; and, direct staff to undertake the steps necessary to\nfinalize Council’s action. AWARD CONTRACT: VEHICLE TOWING SERVICES FOR THE CITY – F2M23-24,\nRFP2M23-3, C2M23-35, M2M23-74\nOn February 12, 2023, the City Council approved the distribution of a Request for\nProposals (RFP) for Vehicle Towing Services for the City. A total of one proposal was\nreceived by the deadline on March 22, 2023. The project team review and evaluated the\nproposal submitted by Henry’s Towing & Recovery Inc. for pricing transparency,\nreferences, experience, proposal detail, and fulfilling the RFP requirements and\ndetermined it to be in full compliance and conformance with the RFP specifications. The\nterm of the agreement is for four years, with three automatic one-year renewals (unless\nterminated) for a total of seven years, starting July 1, 2023.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nHenry’s Towing & Recovery Inc. to provide Vehicle Towing Services for the City of\nAlhambra; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M23-74)

17. ACCEPTANCE OF BEHAVIORAL HEALTH JUSTICE INTERVENTION SERVICE\nGRANT – F2M23-18, M2M23-75\n7\n5-8-23\nOn March 14, 2022, the City Council accepted $245,659 from the Behavioral Health\nJustice Intervention Services Project. Staff have utilized the grant in an effort to increase\ncommunity awareness of the Homeless Outreach Mental Evaluation (HOME) Team which\nis comprised of Alhambra Police Officers, The City’s homeless outreach service provider\n(L.A. CADA) and a Department of Mental Health liaison. Additional funds were made\navailable increasing the grant amount from $245,659 to $308,972 and extending the\nperformance period to June 30, 2023. Additional grant funds will be used to purchase\nelectric bicycles for bike patrol, hygiene kits, community engagement, equipment and to\nextend the L.A. CADA homeless outreach specialist on nights and weekends.\nRecommended Action: City Council accept and additional $63,313 from the\nBehavioral Health Justice Intervention Services (BHJIS) Project; appropriate revenue and\nexpenditure funds in the amount of $63,313; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. CONTRACT AMENDMENT: PROFESSIONAL INFORMATION TECHNOLOGY AND\nSUPPORT SERVICES FOR THE POLCE DEPARTMENT – F2M21-34, RFP2M21-8,\nC2M21-28, M2M23-76\nOn July 1, 2021 the City entered into a contract for Professional Information Technology\nand Support Services with SDI Presence LLC (SDI) for a term of three years with two one-\nyear extensions. Due to the increase of cybersecurity attacks among local agencies, the\nPolice Department requires additional services to better protect network systems from\nattacks and vulnerability including cloud backup, delivery and recovery; spam filter and\ncybersecurity software. SDI is currently the Police Department’s contractor for\nprofessional information technology services and has been providing consistently reliable\nand satisfactory services to the Police Department since 2012. SDI has a clear\nunderstanding of the Police Department’s current needs and has extensive knowledge\nand experience with the Department of Justice’s and Federal Bureau of Investigation’s\npolicies and procedures that public safety must follow.\nRecommended Action: City Council authorize the City Manager to execute an\namendment, subject to final language approval by the City Manager and City Attorney, to\nthe agreement (C2M21-28) with SDI Presence LLC (previously Scientia Consulting Group\nInc.) to include additional informational technology support hours, cloud backup, spam\nfilter and cybersecurity services increasing the contract amount to not exceed $200,000\nannually; authorize the City Manager to execute any additional documentation to extend\nthe amendment subject to satisfactory firm performance and future budget allocations for\ntwo one-year extensions; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. LETTER OF SUPPORT FOR CALIFORNIA DEPARTMENT OF TRANSPORTATION\nAND CITY OF LOS ANGELES LAND RELINQUISHMENT AT THE I-710 STUB TO\nCALIFORNIA STATE UNIVERSITY LOS ANGELES (CSULA) – F2M19-32, M2M23-77\nThe City of Alhambra has been conducting outreach regarding “Advancing Alhambra”\nand/or mobility improvements throughout Alhambra to reduce traffic and congestion\nissues, pursuant to Measure R Funds allocated by the Los Angeles County Metropolitan\nTransportation Authority. From “Advancing Alhambra,” improvements have been studied\n8\n5-8-23\nat the Fremont, Atlantic, and Garfield on and off-ramps and at the I-710 Stub (converting\nthe Stub’s 6-lane freeway to a 4-lane arterial). On March 29, 2023, staff met with CSULA\nto provide an update regarding the I-710 Stub arterial concept. At the conclusion of this\nmeeting, CSULA expressed strong interest in retaining its land use agreement for property\nlocated just north of the I-710 Stub. While the City of Alhambra has no ownership in the\nland currently leased by the University, the City’s proposed improvements at the I-710\nStub have no conflict with CSULA’s use of the property. To help support the University’s\nlong-term interests while the City moves forward with Caltrans on the Stub’s arterial\nimprovements, and while the I-710 project goes through a relinquishment process with\nCaltrans, a letter of support to the State of California Caltrans and the City of Los Angeles\nis recommended to ultimately aid relinquishment to CSULA.\nRecommended Action: City Council approve a letter of support for land\nrelinquishment by the California Department of Transportation (Caltrans) and the City of\nLos Angeles for property located just north o the I-710 Stub to the California State\nUniversity Los Angeles (CSULA). UPDATE ON NEW HOUSING LAWS – F2M23-16\nA few years ago, the City Attorney’s office provided training to the Alhambra Planning\nCommission concerning roles and responsibilities as well as an update on new housing\nlaws. That training has been updated and will be presented to the City Council this\nevening, and then the Planning Commission at an upcoming Planning Commission\nmeeting.\n2\n5-8-23\nRecommended Action: City Council receive and file this informational report.\nCONSENT AGENDA (Item Nos. 4 – 21)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.

4. DIGITAL EQUITY – SUPPORT FOR ACTION – F2M23-7, M2M23-67\nAt the April 10, 2023 Council meeting, Councilmember Pérez requested bringing forward\na letter of support for Digital Equity. Los Angeles County’s digital divide is rooted in part in\nwidespread underinvestment in broadband infrastructure in low-income communities and\ncommunities of color, resulting in limited access to quality internet options with high\nspeeds at reasonable costs. The Digital Equity LA Coalition’s 2021 findings raised\nsignificant red flags about the higher prices many in poorer communities are charged for\nthe same or inferior services, and the implications of those pricing disparities on the\neffectiveness of current interventions to close the digital divide. Cost was far and away the\nmost consistent reason provided by families without high-speed internet for why they were\ndisconnected.\nRecommended Action: City Council approve that certain letter of support for Digital\nEquity, a copy of which letter is on file in the City Clerk’s Office as File No. F2M23-7 and\nby this reference incorporated herein and made a part of as though fully set forth herein;\nand, direct staff as deemed appropriate. NOTICE INVITING BIDS: PURCHASE OF CARBON MEDIA FOR THE GROUND\nWATER TREATMENT PLANT – F2M23-6B, N2M23-49\nStaff requests authorization to distribute a Notice Inviting Bids for the purchase of carbon\nmedia for the Ground Water Treatment Plant. The Ground Water Treatment Plant\nhas fourteen carbon filters. As part of the treatment process, the filter media must be\nreplaced and/or regenerated once it is exhausted. Specifications have been prepared for\nthis process. Staff has reviewed and approved these specifications, which are available\nfor review in addition to the bid notice and bid instructions.\nRecommended Action: City Council authorize the circulation of a Notice Inviting\nBids for the purchase of carbon media for the Ground Water Treatment Plant with bids\ndue no later than 10:30 a.m. on June 1, 2023; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.

NOTICE INVITING BIDS: PURCHASE OF ONE CEMENT MIXER TRUCK – F2M23-6A,\nN2M23-50\nStaff from the Public Works and Utilities Department use vehicles and equipment daily to\nconduct maintenance on the City’s infrastructure and provide critical services to the\nresidents of Alhambra. The Cement Mixer truck to be replaced has been in service for\nover 23 years. Maintenance and repairs are exceeding the value of the vehicle which has\n3\n5-8-23\nreached the end of its expected useful life. Specifications have been prepared for the\npurchase of a new truck. Staff has reviewed and approved the specifications, which are\navailable for review in addition to the bid notice and bid instructions.\nRecommended Action: City Council authorize the circulation of a Notice Inviting\nBids for the purchase of a Cement Mixer Truck, with bids due no later than 10:30 a.m. on\nMay 25, 2023; and, direct staff to undertake the steps necessary to finalize Council’s\naction.

7. NOTICE INVITING BIDS: POLICE DEPARTMENT BUILDING ROOFING PROJECT –\nF2M23-43, N2M23-51\nThe Police Department building is a 24-hour multi-functional facility located at 211 S. First\nStreet. The building contains offices for administration, field services and support services,\nlocker rooms, lunch and restroom facilities for the public safety staff. The building was\nconstructed in 1994 and has remained largely unchanged. The roof requires repair to\nmaintain the building’s integrity and prevent further intrusion of the elements.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors for the Police Department Building Roofing Project; and, direct\nstaff to undertake the steps necessary to finalize Council’s action.

AUTHORIZE RFP: PROFESSIONAL SYSTEM CONTROL AND DATA ACQUISITION\n(SCADA) MAINTENANCE SERVICES FOR WATER AND SEWER – F2M20-54,\nRFP2M23-15\nThe System Control and Data Acquisition (SCADA) system is a vital part of the water and\nsewer systems for the City that requires constant maintenance and updates in order to\nkeep the City in compliance with state regulations. This RFP would be for a three-year\ncontract for SCADA services.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals for Professional SCADA Maintenance Services for Water and Sewer with\nproposals due no later than 5:00 p.m. on June 1, 2023; and, direct staff to undertake the\nsteps necessary to finalize Council’s action.
