21. Amendments to ECMC Title 5 Addressing Service Providers Operating in the City of El\nCajon\nRECOMMENDATION:\nThat Mayor Wells requests the City Clerk to recite the title.\nAn Ordinance Repealing Section 5.16.030 of Chapter 5.16 of the El Cajon Municipal\nCode; Adding a New Section 5.16.030 to Chapter 5.16 of the El Cajon Municipal Code;\nand Adding a New Chapter 5.22 to Title 5 of the El Cajon Municipal Code.\nThis project is exempt pursuant to CEQA Guidelines Subsection 15061(b)(3), the\n“Common Sense,” rule which states that CEQA applies only to projects which have the\npotential to cause a significant effect on the environment. Where it can be seen with\ncertainty that there is no possibility that the activity in question may have a significant\neffect on the environment, the activity is not subject to CEQA. The proposed\namendments are designed to ensure a safe living and business environment, inform\nthe City of the number of service providers operating in El Cajon, and prevent nuisance\nactivities throughout the City.\nCLOSED SESSIONS:
