26. The City of Hawthorne has received settlement funds from the class action\nlawsuit, City of Long Beach, et al v. Monsanto Company, et al. The Plaintiffs\nasserted that Monsanto manufactured a class of industrial chemicals called\npolychlorinated biphenyls (“PCBs”) between the 1930s and 1977, and alleged\nPCB-related impairments to the environment, including stormwater, stormwater\nand wastewater systems, water bodies, sediment, natural resources, fish and\nwildlife. The City Council is asked to approve allocation of the settlement funds to\nexisting PCB remediation and mitigation efforts undertaken by the City.\nRECOMMENDED MOTION: Staff recommends that the City Council approve\nallocation of the of the PCB settlement funds to Public Works’ “State MS4 Permit\nand Rainwater Quality Improvement” account to pay for ongoing PCB mitigation\nand remediation efforts, such as the Enhanced Watershed Management Program\n(EWMP) for the Dominguez Watershed Management Area.
