Five-Year Consolidated Plan (2023 - 2028) and Annual Action Plan FY 2023 - 2024) for the\nCommunity Development Block Grant (CDBG) Program\nCITY RECOMMENDATION: Open and Conduct the Public Hearing, accept evidence and\ntestimony presented, close the hearing and in the absence of evidence and testimony to the\ncontrary: 1. Approve the Five-Year Consolidated Plan (2023 - 2028); 2. Approve the Annual\nAction Plan FY 2023 - 2024; and 3. Authorize the City Manager to submit an application for\nCDBG funding to the Department of Housing and Urban Development (HUD).
