ON A 166\nPORTION OF APN: 1005-471-01 AND DETERMINE THAT THE LEASE IS\nEXEMPT FROM CEQA\nCEQA: Determine to be Exempt.\nRecommended Action:\nApprove the Lease Agreement between the City of Upland and Tesla, Inc. on\n2.07 acres within vacant City-owned property located 80 feet east along Park\nView Promenade (portion of APN: 1005-471-01), authorize the City Manager to\nexecute the Lease Agreement, determine that the lease agreement is exempt\nfrom the California Environmental Quality Act (CEQA), pursuant to CEQA\nGuidelines Section 15061(B)(3), 15304 and 15311; and direct staff to file a Notice\nof Exemption pursuant to the California Environmental Quality Act.
