13. AWARD OF PROFESSIONAL SERVICES CONTRACTS FOR LAGUNA\nCANYON ROAD PRELIMINARY ENGINEERING AND ENVIRONMENTAL\nDOCUMENT (INCLUSIVE OF OUTREACH SERVICES) AND FOR\nPROJECT MANAGEMENT SERVICES\nRecommendations:\n(1) Award and authorize the City Manager to execute a contract with Mark\nThomas & Company, Inc. in the amount of $3,557,953 for design, environmental,\nand outreach services for the Project Approval & Environmental Document phase\nof the Laguna Canyon Road Improvements project;\n(2) Authorize the City Manager to approve change orders for additional services\nthat may be required in an amount not-to-exceed $350,000;\n(3) Award and authorize the City Manager to execute a professional services\nagreement with Tony Rahimian, P.E., sole proprietor, in the amount of $150,500\nfor Project Management services for one-year to lead the Laguna Canyon Road\nProject Approval & Environmental Document’s efforts; and\n(4) Authorize the City Manager to extend the contract with Tony Rahimian, P.E.,\nsole proprietor, for up to two additional years at the same hourly rate if services\nare satisfactory.\nStaff Report
