15. UPDATE ON OPERATION OF SOUTH LAGUNA BEACHES\nRecommendations:\n(1) Direct staff to provide more warning signage at key locations in South Laguna\nfor the potential for naturally occurring hazards, including applying for a Coastal\nDevelopment Permit to provide signage at locations within existing signage\ninfrastructure;\n(2) Direct staff to return to the City Council with either a rental program for City\nportable propane fire pits and develop a permit application to rent the portable\nfire pits at Aliso Beach; or with a process to proceed with permitting, procurement,\nand installation of permanent wood burning fire pits at Aliso Beach;\n(3) Approve moving the Pride Tower 20 feet south of the current location and\ninstall a camera at, or near, the location to address resident safety concerns;\n(4) Request staff to return to the City Council in January 2024 for an update\nfocused on lessons learned over the summer regarding South Laguna beaches,\nincluding an update on Aliso Creek and the berm at Aliso Beach; and\n(5) Direct staff to establish a special event permit process to authorize private\nevents at Aliso Beach and other South Laguna beaches as needed.\nStaff Report
