3. Approve the Fiscal Year 2023-2024 Annual Action Plan, in substantial form, for federal\nCommunity Development Block Grant (CDBG), HOME Investment Partnerships (HOME),\nEmergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS\n(HOPWA) funds totaling $9,919,027; designate the Director of Housing and Community\nDevelopment (Director), or designee, as the Certifying Official authorized to execute all\ndocuments related to the administration, management, and implementation of the CDBG,\nHOME, ESG, and HOPWA programs; authorize the Director, or designee, to reallocate funds to\neligible activities as necessary to address the greatest need; approve the update to the\noperating guidelines for the Homeless Assistance Program for Families; and approve the\nupdate to the operating guidelines for the Residential Rehabilitation Program.
