10A. Public Hearing on the Wales Drive/Crest Drive Connection. Environmental\nConsiderations: City staff are laying out two options for City Council\nconsideration. Option 1 is a minor alteration to public facilities and essentially\nreturn the area to pre-project conditions. This option is exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to Section 15301 (c) of\nthe CEQA Guidelines. This section exempts projects characterized as minor\nalterations to public facilities, involving negligible or no expansion of the\nexisting use. If option 2 is preferred by City Council, additional analysis will be\nconducted in order to determine any CEQA impacts.Contact Person: Engineer\nII Stryker\nRecommended Action: 1) Hold a Public Hearing to discuss options for the\nfinal disposition of the Wales Drive/Crest Drive connection which was opened\nto provide access during emergency repairs at Lake Drive; 2) Direct Staff to\nimplement one of the two options outlined at the Wales Drive/Crest Drive\nconnection; and 3) Adopt City Council Resolution No. 2023-55, titled, "A\nResolution of the City Council of the City of Encinitas Amending the Fiscal\nYear 2022-23 Budget" to fund the costs associated with the option selected by\nCity Council.\n2023-05-17 Item 10A Crest & Wales Drive Public Hearing
