8J. Emergency Declaration for replacement of a failed 18-inch corrugated metal\nstorm water pipe in City road right of way between 1234 Windsor Road and\n1243 Windsor Road in Cardiff. Environmental Considerations: The actions\nbeing considered by the City Council are exempt from the California\nEnvironmental Quality Act (CEQA) because declaration of an emergency for\nperforming repairs is not a "project" under Section 15378(b)(5). The action\nresults in repair of existing infrastructure that will not result in the direct or\nindirect physical change in the environment.
