Professional Services Agreement between the City of Encinitas ("City") and\nFehr & Peers, to complete the transportation modeling support for the Mobility\nElement update, El Camino Real Specific Plan, and Climate Action Plan\nupdate. Environmental Considerations: This action is exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guidelines\nSection 15378(b)(5), which exempts organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment.
